2 Why Port State Control (PSC)?  Everybody knows today why ports States have been obliged to set up Port State control  Because ….  Flag State control carried out by the Administration or a Recognized Organization are not sufficient to guarantee compliance with required provisions

3 Main reasons of this insufficiency  Lack of good inspection of State owned Administrations or inspecting bodies  Lack of professionnalism of recognized organisation approved by the state  Lack of competence of the inspectors  Lack of seriousness for RO recognition  Commercial Competition between classification societies

4 Guidelines for MODU PSC officers  To help the PSC officers, some guidelines have been issued recently in Dec 2015 after a deep three years study by an III IMO working group  The goal was also to harmonize the inspections at a global level  Attempts to include special issues of modern offshore fleet working more and more deeper  Promote the motivation of specific personnel working on these units

5 Who controls and when ?  MODU today are ships  They are very often flying a flag of a different country than the area they operate  But they are ships working in specific areas under an authorization  The state under the juridiction has the right to inspect a MODU like a ship calling in a port of the country

6 What kind of regulations apply to MODUs  MODU code (2009) as amended  SOLAS as amended  MARPOL as amended  Load line/OPRC  ISM, ISPS, STCW, AFS, COLREG, ILO MLC 2006 as amended

7 Specific definitions  Control stations are stations where dynamic positionning, fire extinguishing control equipment, or ballast control station are situated  Emergency switchboard is the system where the emergency power is distributed to emergency services

8 Certificates & documents  Certificate of Registry  MODU safety certificate with documents isseud at each survey  Safe manning document & muster list  IOPP-ISPP-IAPP- SOPEP

9  Copy of DOC-SMC– AFSC-  Familiarization manual & form  Maintenance manuals and plan  Garbage management plan- flow chart of sewage and sewage holding tank  Grinder for food waste (25mm)

10 To help the PSC officers  Guidelines has provided a check list full of references of 7 pages (available in annex 1)  Drills and exercises of abandon and fire every weektakin into account the alternative solutions (annex 2) with reports  Enclosed spaces entry & rescue drills every two months Training and pollution response drills with records

11 Recent amendements  Specific attention must be taken for the recent amendements to life saving equipmant  Following the feedback gained from the recent accidents
