14 Most Important Actions 1. Sustained economic development will reduce the root causes of many social needs:  Provide employment opportunities (youth/adults).  Connect employers to trained individuals, prepared for competitive employment in a global economy. 2. The economic vitality of the region depends on an educated workforce:  Increase investment in early childcare & education.  Dramatically increase literacy (basic skills & workplace, health, and financial literacy).  Ensure that youth graduate from high school prepared for college, vocational training, or employment.  Cultivate opportunities for life long learning.

15 Most Important Actions 3. The workforce needs basic infrastructure:  Develop affordable housing.  Provide transit system.  Ensure access to quality healthcare. 4. Create sustainable revenue streams to fund strategic initiatives:  Build endowment as a community asset. 5. Engage the private sector more fully:  Develop specific measures for success.  Target priority outcomes that enhance economic performance.  Respond to rapidly changing conditions.
