2 Energize NY Finance Program What is “PACE” Financing?  New York State has declared that “municipalities would fulfill an important public purpose by providing financing to property owners for the installation of renewable energy systems and energy efficiency measures.”**  Energize NY Finance is a PACE financing program that is secured by special property Tax Charges that have a senior lien on parity with property taxes  Finance repayments are collected within the municipal tax collection process ** Article 5L of the General Municipal Law. 2

4 Energize NY Finance Program Who Runs It? Who Can Use It? Energize NY Finance is a program developed by the Energy Improvement Corporation (EIC), a New York State, Not-for-Profit, Local Development Corporation formed to increase the uptake of energy efficiency and renewable energy improvements in commercially owned properties within Member Municipalities Energize NY Finance is available to owners of the following types of existing buildings  Commercial Office  Retail  Medical  Industrial  Multifamily  Non-Profit Owned Buildings  Commercially Owned Residential 4

5 Energize NY Finance Program What’s the Benefit of PACE? Advantages of PACE Energize NY Finance features low interest rates, long repayment terms, and automatic transferability to succeeding property owners, enabling positive cash flow and extensive energy improvements.  Repayment terms up to 15 years and low interest costs facilitate robust energy improvements  Property Owners have access to financing for energy improvements that preserves existing credit lines  Repayment is made through a charge on the real estate tax bill that remains with the property if sold Energize NY Finance Makes Energy Saving $$ Accessible to all Credit Classes. 5

7 Energize NY Finance Program Financing Criteria Qualification is based on property value, not credit Estimated energy cost savings from improvements must be greater than annual finance payments Property’s existing Loan-to-Value no greater than 80% Financing up to 10% of the value of the benefitted property No bankruptcy within last 7 years At least 3 year history of timely property tax payments Existing lender consent required Maximum 15 year financing terms See Energize NY Benefit Finance Handbook for all details!. 7
