3 About JAKIM 1968- Started as a Secretariat of the National Council for Islamic Religious Affairs placed under the Prime Minister’s Department 1974-Upgraded to Division of Religious Affairs under the Prime Minister’s Department 1997- Upgraded to JAKIM or Department of Islamic Development Malaysia under the Prime Minister’s Department

1974 Halal Declaration Letter Halal Certificate 2008 Halal Certification activities was handed over to Halal Industry DevelopmentCorporation August- 2009 Halal Certification activities was returned to JAKIM 2011 Trade Description Act 2011: JAKIM and State Religious Council shall be the competent authority to certify halal food, goods and services in Malaysia

7 Halal : The Way Forward “growth will continue to be led by food products while pharmaceutical and cosmetic products are showing good prospects”. “ with 1.8 billion Muslims worldwide, the demand for halal products and services is huge and Malaysian players must equip themselves properly to meet this demand.” (Datuk Seri Mustapa Mohamed, Minister of Malaysian International Trade and Industry , 2012)

8 WHAT IS HALAL? Halal : an Arabic word which means
permissible, allowed or lawful Haram : means unlawful or prohibited Shubhah : Suspected or doubtful

9 WHAT IS HALAL CERTIFICATION?
examination of product processes in its preparation, slaughtering, cleaning, processing, handling, disinfection, storage, transportation and management practices. Concept of halal from farm to table

11 HALAL PRODUCTS Halal products (food/goods) permitted under the Shariah law and fulfill the following conditions: Do not contain any human parts or its derivatives that are not permitted by Shariah law do not comprise or contain any parts or products of animals that are non-halal to Muslims or products of animals which are not slaughtered according to Shariah law; Team Product

12 do not contain any ingredients or genetically modified organism (GMO) that are filthy (najs) according to Shariah law; d) Safe for consumption, non-poisonous, non-intoxicating or non-harzadous to health; e) not prepared, processed or manufactured using equipment that is contaminated with things that are filthy (najs) according to Shariah law; f) the food or its ingredients do not contain any human parts or its derivatives that are not permitted by Shariah law; and Team product

13 f) during its preparation, processing, packaging, storage or transportation, the products are physically separated from any other products that does not meet the requirements stated in items a), b), c) d) or e) or any other things that have been decreed as filthy (najs) by Shariah law.

15 RELIGIOUS OBLIGATION The lives of Muslims are guided by the Shariah Law. Objectives of Shariah Law (Maqasid al-Shariah) are to preserve faith, life, intellect, progeny and property.  e.g wine drinking is prohibited (hara m) to preserve the integrity of human intellect.

16 Allah says in the Holy Quran:
RELIGIOUS OBLIGATION Allah says in the Holy Quran: يَـٰٓأَيُّهَا ٱلنَّاسُ كُلُواْ مِمَّا فِى ٱلۡأَرۡضِ حَلَـٰلاً۬ طَيِّبً۬ا وَلَاتَتَّبِعُواْخُطُوَٲتِ ٱلشَّيۡطَـٰنِ‌ۚ إِنَّهُۥ لَكُمۡ عَدُوٌّ۬ مُّبِينٌ “O ye people! Eat of what is on earth, Lawful and good; and do not follow the footsteps of the evil one, for he is to you an avowed enemy.” Al-Baqarah (168)

17 RELIGIOUS OBLIGATION From Abi Abdillah Al-Nu’man bin Bashir r.a said, Prophet Muhammad S.A.W said: “Halal is clear and Haram is clear; in between these two are certain things that are shubhah (suspected). Many people may not know whether those items are Halal or Haram. Whosoever leaves them, he is innocent towards his religion and his conscience.

18 RELIGIOUS OBLIGATION Halal Certification is a recognition that the products are permissible under Islamic law.   These products are thus edible, drinkable or usable by Muslims.

21 GLOBAL HALAL CONSUMER MARKET
The Muslim population in 2012 stands at 2.1 billion. It is expected that if present rate of increase (1.84%) of Muslim population continues that by 2030 One out of Three person will be Muslim Source: Islamicpopulation.com

22 ECONOMY & TOURISM To offer tour packages and destinations that are particularly designed to cater for Muslim considerations and address Muslim needs. e.g: halal food in restaurants, hotels and shopping malls

23 ECONOMY & TOURISM Halal has become a new phenomenon in the tourism industry and countries across the globe should not miss on the opportunity to tap into this market

24 CULTURAL DIVERSITY Halal food consumption is no longer exclusive for Muslims Halal is becoming an inclusive, healthier and safer option among the non Muslim especially after the outbreak of Mad Cow Disease in the 1990s and Food Mouth Disease in 2000.

25 CULTURAL DIVERSITY The holistic concept of Halal and Tayyib (good, wholesome) are consistent with other value based movement such as environmentally friendly, non cruelty to animals and ethical

26 CULTURAL DIVERSITY The multi-cultural complexion of world has stimulated the development of the halal industry such as certification agencies and halal standards.

30 CONCLUSION The Halal Industry is an industry where the products are UNIVERSAL, and are NOT ONLY DESTINED FOR MUSLIM CONSUMERS alone; making possible opportunities larger than the 2 billion Muslims in the world, as they only constitute one-fourth of the global population. Although it is destined universally, the Halal industry has a SINGULAR THEOLOGICAL PARAMETER that the products being manufactured MUST BE PERMISSIBLE FOR MUSLIM CONSUMPTION, which means that they are not against Islamic principles and values.
