2 Our Objective: Rapid Adoption of Samoa Pathway Samoa Pathway, Section 109 (Capacity Building -- Human & Technology) - (Para h) To establish national and regional information and communications technology platforms and information dissemination hubs in small island developing States to facilitate information exchange and cooperation, building on existing information and communication platforms, as appropriate; SDGs: Support the 17 Pillars through ICT Hub = Center of Activity  virtual (just a Portal),  physical (building),  both (common)  Communicate with each other

3 Challenges in Building ICT Hubs Many Hubs needed (eSeva, Tech Hubs, 1 for population of 5000 ) High failure rates (50% to 80%) due to following challenges Where to locate a Hub What type of service to provide for the area What type of ICT infrastructure would be needed Security, privacy, policy issues Funding, partnerships and Capacity building Project management, IT management National Hub Health Agriculture Disaster Rural & Regional Hubs Communications
