Stakeholder Engagement and Capacity Building in context of IWRM PROF A K GOSAIN SANKALP LAHARI (RESEARCH SCHOLAR) IIT DELHI – CWC – EWATER

Stakeholders State Water Resources and Irrigation Department officials Dam, Barrage, Weir, Canal and other Control Structure operators Regional Water resource professionals and Researchers Politicians, Bureaucrats and Other Decision Makers at Planning Level River Board Members and officials

Model Building Approach Basin scale, Watershed scale, sub-Watershed scale Water resource divisions States, Districts, Blocks, Towns, Villages Administrative divisions Canal systems, Dams, Multi-purpose projects, irrigation systems Water Resource control Structures Modelling at various scales

Model Building Approach Modelling from different perspectives Estimating the Resource availability at various scales – Water Balance Modelling Estimating the Supply at various scales as indicated above for different water resource services Water for Irrigation Water for Hydro Power Water for Domestic uses Water for Recreation Water for Ecological Needs in the Basins Estimating the Demand at various scales Estimating the Demand – Supply deficit for various water resource services in the basin

StakeHolders in Model Building New Generation of Modellers and Operators Researchers, Modellers, Water Professionals Model Building by the Use of State of the Art Techniques Experienced Government Officials at State Level and Central Level River Board Members and Planners Using the Decision Support system for Generating Scenarios Bureaucrats and Politicians Policy level organizations like NiTi Aayog Developing the plans using the DSS

Core Group of trainers Two workshops in 2015 to train the trainers CWC officials and IIT Delhi Researchers were trained in SOURCE by eWater Team in February and March 2015 In September 2015 participants from 10 states comprising the four Basins namely, ◦Narmada – Madhya Pradesh, Gujarat ◦Mahi – Madhya Pradesh, Gujarat, Rajasthan ◦Palar – Andhra Pradesh, Maharashtra, Telangana, Karnataka ◦Yamuna Upper – NCT, Haryana Participated in a workshop organized by IIT Delhi – CWC – eWater Some Participants of the Workshop for Training the trainers

Salient Features of the Workshop Held Prof A K Gosain (IIT Delhi), Dr Geoff Adams and Dr Carl Daamen (eWater) gave presentations on Modelling in general and Modelling using eWater SOURCE Hands on training was given to the participants by IIT Delhi Researchers (Jatin, Himanshu, Sankalp and Anupriya) and Dr R N Sankhua (CWC) The participants were provided a pen drive containing all the data which was used for generating Basin specific models There was general consensus on data sharing during the workshop for model building

Future Plans for Stakeholder Engagement Research Model for Capacity Building Engaging the Government officials and promoting them to undertake higher education at renowned institutions across the country to understand the latest technology in the field Understanding and inducting the latest technology in the Research arena into practice requires the proper one to one interaction between the professionals and researchers State funding of a “Network of excellence” for Modellers is essential for a unifying the countries water resources professionals

Inter Disciplinary Team for Capacity Building Using eWater SOURCE as a platform or adapting it to Indian conditions requires a collaborative effort among Programmers or Developers, hydrologists, government officials and all the stakeholders, The Indian Institute of Technology Delhi, having specialists as researchers and Professors has been identified for doing the job Inter-disciplinary pupil from social sciences to induct the legal and social practices in India in Water Resources Modelling Existing Laws of Water Resources in India have a central role to play in the Modelling exercise, for example in Australia where entitlement of Water for groups of Water Users plays an important role in Modelling
