1 1 Source:Bob Plunkett TSG Coordination Ad Hoc Chair Copyright Statement The contributor grants a free, irrevocable license to 3GPP2 and its Organizational Partners to incorporate text or other copyrightable material contained in the contribution and any modifications thereof in the creation of 3GPP2 publications; to copyright and sell in Organizational Partner's name any Organizational Partner's standards publication even though it may include portions of the contribution; and at the Organizational Partner's sole discretion to permit others to reproduce in whole or in part such contributions or the resulting Organizational Partner's standards publication. The contributor must also be willing to grant licenses under such contributor copyrights to third parties on reasonable, non-discriminatory terms and conditions, as appropriate. Notice Permission is granted to 3GPP2 participants to copy any portion of this contribution for the legitimate purpose of the 3GPP2. 2 2 TSG-S Participation zMandatory participation in TSG-S by Other TSG Chairs. yChair or vice-chair must be present during Plenary and PMT sessions when TSG-S is collocated with SC. yChair, vice-chair or empowered liaison must be present during TSG-S meetings which are not collocated with SC. yTSGs must report their activities to TSG-S in person including status on TSG-S liaison items.

3 3 Workplan Enforcement Procedures zThe TSG leadership and specifically the TSG chair is responsible for insuring the TSG develops features in accordance with the workplan. zThe TSG chair (or designate) shall report on compliance to the workplan to both TSG-S and the SC. zNo TSG may publish any document that is not in conformance (dates excepted) with the workplan.

4 4 Stage Development Procedures zAll new features that cross TSG boundaries must include development of formal Stage 1, Stage 2 and Stage 3 documents. zStage 1s shall be approved that describe how a feature will work relative to each interface prior to formally scheduling a feature for a specific release. zA stage 1 document shall be considered approved one meeting cycle (all TSGs have met once) after original TSG-S approval, in the absence of comment from other TSGs. yStage 1s shall be circulated for other TSG review once the document is baselined.

5 5 Stage Development Procedures zAll 'stage' documents must be approved at the TSG level. zNo subsequent stage may be approved by a TSG without approval of the preceding stage at least one meeting cycle before. ySimultaneous approval is permitted provided there is unanimous agreement of the approving TSG and TSG-S. zTSG-S shall maintain a detailed schedule identifying each of the document stages.

6 6 Program Management Procedures zTSGs may work on any work item that does not impact other TSGs. yWork Item documentation must be sent to TSG-S for review and tracking. zAll new work items shall be reviewed by TSG-S to: ygather the impacts to other TSGs; ydetermine if Stage 1 requirements are needed; yset the schedule for stage 1 completion; yevaluate the market need for the work item; yconfirm that there is support for development from Individual Members in all of the impacted TSGs; yprioritize a work item within the schedule. zTSGs, at their discretion, may work on new work items pending adoption (or rejection) by the SC.

7 7 New Work Items zWork items may be proposed by an Individual Member, a TSG, an OP or a MRP. zTSG-S should complete its review of a new work item within two meeting cycles after receipt from the originating party. zIf TSG-S agrees with a work item, it shall be added to the 3GPP2 Work Program and a completion date for the stage 1 shall be identified at that time. yThe new work item shall forwarded to the SC for adoption. zIf TSG-S does not forward a work item to the SC, the supporting TSG or Individual Members may appeal to the SC. yThe appeal may be handled by an extraordinary meeting of the SC or at the next scheduled meeting of the SC, at the discretion of the SC chair.

8 8 New Work Item Requirements zEach proposed new Work Item shall be supported by at least three Individual Members. yThe supporting Individual Members are expected to contribute to the new work. zThere must be support from at least one Individual Member for each of the TSGs affected. zWork Items will not be scheduled for a release until after the stage 1 is complete and members have signed up to support Stage 2 and 3 work in each TSG as appropriate.

9 9 Work Item adoption by SC zA new Work Item shall remain flagged as "new" until one full meeting cycle of all the TSGs following the meeting at which TSG-S added it to the workplan. zTSG-S shall notify the TSGs of the new work item by sending it to the ‘all participants’ e-mail reflector. zA new Work Item shall be adopted by the SC unless a substantial objection is received from an Individual Member or Partner during this period. zIf there is an objection, it is the responsibility of any objecting Individual Member or Partner to discuss their objections with the sponsoring TSG Chair and the TSG-S Chair. zIf it is not possible to resolve the objection, it is the responsibility of the Individual Member or Partner to raise the issue with the SC.
