4. INCIDENT COMMAND SYSTEM (ICS) DEFINITION A nationally used standardized on-scene emergency management system specifically designed to allow its user(s) to adopt an integrated organizational structure.

5. OPERATIONAL AREA DEFINITION An intermediate level of the state emergency management organization consisting of the geographical county and all political subdivisions within the county area.

MUTUAL AID DEFINITION Voluntary and reciprocal agreements which provide services, resources and facilities when existing resources prove to be inadequate.  There are several Mutual Aid systems included in the Mutual Aid Program.  California Mutual-Aid is based upon the State’s Master Mutual Aid Agreement.

14. Section § 8550 of the Government Code defines the "California Emergency Services Act." Paragraph (e) states: ………all emergency services functions of this state shall be coordinated as far as possible with the comparable functions of its political subdivisions……to the end that the most effective use may be made of all manpower, resources, and facilities for dealing with any emergency that may occur.

23. EMERGENCY RESPONSE AGENCY DEFINITION Any organization responding to an emergency or providing mutual aid support to an organization whether in the field, at the scene of an incident, or to an emergency operation center

24. EMERGENCY RESPONSE PERSONNEL DEFINITION Personnel involved with an agency’s response to an emergency.

25. EMERGENCY OPERATIONS CENTER (EOC) DEFINITION A location from which centralized emergency management can be performed. EOC facilities are found at the Local Government (School Districts), Operational Area, Region, and State levels.

26. School Site Department Operations Center (DOC) DEFINITION A location from which specific departments/schools may coordinate emergency activities and report information to the EOC. DOC facilities are found at the Local Government Level.

29. FIVE ORGANIZATIONAL LEVELS OF SEMS  FIELD (School site)  LOCAL GOVERNMENT (School District, City, County)  OPERATIONAL AREA (County representing School Districts, Cities, Special Districts)  REGION  STATE ORDER OF COORDINATION (Chain of Command)

30. FIELD LEVEL: INVOLVES:  Utilizes the Incident Command System.  Tactical on-scene response.  Establish and maintain Incident Command Post as required.  Requests support from the Local Government EOC. (Fire, Law, EMS, Public Works…….)

31. LOCAL GOVERNMENT LEVEL : INVOLVES:  City, County, County Office of Education, Community College District, School District or Special District Emergency Management Teams.  Establish & maintain EOCs & DOCs.  Implement Local Emergency Plans.  Requests support from the Operational Area.

53. SEMS MUST BE USED: DOC  Whenever your School Site-Department Operation Center (DOC) is activated. EOC  Whenever your District Emergency Operations Center (EOC) is activated.  When a Local Emergency is proclaimed. DOC  Whenever your School Site-Department Operation Center (DOC) is activated. EOC  Whenever your District Emergency Operations Center (EOC) is activated.  When a Local Emergency is proclaimed.

OTHER SEMS REQUIREMENTS OTHER SEMS REQUIREMENTS:  When a District activates their Emergency Operations Center they must establish communications between the EOC and all affected school sites.  Must operate under the Operational Area concept.  Local Authority always remains in charge.  Must submit an after-action report within 90 days of the close of the incident causing the emergency response.

55. SCHOOLS ROLE IN THE EMERGENCY ORGANIZATION Care & Shelter of Students Schools will need to provide shelter, meals and health care until students are released to an appropriate adult. PRIMARY ROLE:

BEYOND THE KATZ BILL School Districts & School Sites MUST:  Establish an emergency management structure according to the Standardized Emergency Management System.  Use SEMS and ICS to be eligible for state funding of response related personnel costs.  Prepare disaster plans that outline school site emergency procedures using the Incident Command System (ICS).

59. School Districts MUST School Districts MUST:  Ensure a District EOC is established and that designated personnel are trained to staff it.  Have a Care and Shelter section in their Disaster Plan.  Interface with the local government(s) that surround them.

WHERE DO WE START?  Re-write Disaster Plans to reflect ICS and SEMS  Set-up staff in-services to train your response teams in the proper skills and procedures, including ICS and SEMS.  Schedule a series of exercises to test different portions of your Disaster Plan.  Establish and maintain a communications link with your cities.
