1 MSIS Sharing Advisory Board Establishing The MSIS Sharing Advisory Board (agenda item 4.2) Steven Vale Marton Vucsan ITDG 21-22 oct 2009

2 Contents   Governance and membership of the SAB   Objectives of the SAB   Why will this succeed?   Results from last year   Program of Work 09/10

3 Governance  Detailed terms of reference being finalized  SAB will report regularly to the Bureau of the Conference of European Statisticians  Top-level interest and involvement will help the visibility and chances of success  SAB will also report progress to annual MSIS meetings

4 SAB links with MSIS Conference of European Statisticians MSIS (Management of Statistical Information Systems) (UNECE/Eurostat/OECD) Sharing Advisory Board

5 Sharing Advisory Board Membership Canada (Karen Doherty, Italy (Carlo Vaccari), Netherlands (Marton Vucsan) (chair), Norway (Rune Gl ø ersen), Australia (Alistair Hamilton) Eurostat (Antonio Consoli), OECD (Trevor Fletcher), UNECE (Steven Vale), UNIDO (Valentin Todorov).

6 Sharing Advisory Board Mission (formal) to provide strategic direction to international work on the convergence of statistical business architectures and to promote favourable conditions for the sharing and joint development of software tools and components amongst national and international statistical organisations

7 Objectives of the SAB   Offer proposals to harmonise architecture to enable interoperability  Supply governance models for international collaboration is this field  Report on tools and supply guidelines for assesment  Make tools and components available using internet  Assist countries where needed

8 Sharing Advisory Board ??  Is a BIG name for an institute.  It a BIG job to help NSI’s succeed in their quest for cooperation and sharing  There are BIG gains to be had  There are some BIG challenges ahead

9 A Special for the Skeptics (1)  Business case:  International convergence means more knowledge  Into common models  Into common architectures  Into common interfaces  Cooperation lowers costs  Lower design costs per NSI  Exchange of designs without conversions  Data exchange on common standards  Net result:  Share efforts and save time and money

10 A Special for the Skeptics (2)  Why will we succeed now?  Sharing on statistical level, not IT  IT will be shared as a consequence, not as a goal  Sharing through strategic approach, not short term  Ad Hoc sharing still possible, not mandatory  Concept driven, not developer driven  GSBPM (sub)process grain  Aligned with Business Redesign processes

11 A Special for the Skeptics (3) Once Sebastian Nyström laid out the logic of moving to open source, there was very little resistance within Nokia to doing so. I think that's significant; it means that, just as the GNU GPL has been tested in various courts and found valid, so has the logic behind open source. That idea is also increasingly accepted by hard- headed business people: it's become self- evident that it's a better wayvery little resistance within Nokia to doing so Slashdot, about Symbian and Qt

12 Results from last year   Set up administration – –Formal procedures etc. – –Wiki   Collaboration – –Participation in ESSnet on architecture – –Participate in the ESSnet work on licensing etc.   Outreach – –The newsletter

13 Program Of Work 09/10   Submitted to MSIS for approval and input. – –http://www1.unece.org/stat/platform/display/ msis/Software+Sharing   MoSCoW priorities assigned

14 Program Of Work 09/10   A: Recurring – –This is the real burden, administration etc.   B: New – –new tasks, harvested in MSIS and other contacts   C: Continued from previous year – –Jobs that need additional time to complete.

15 POW 09/10: Recurring   Maintenance of Wiki and Website   Production/Distribution of newsletter   Software inventory – –update   Coordination – –be present in international working groups etc.   Reporting – –to MSIS (yearly) to CES (2-yearly)

16 POW 09/10: New tasks   Project brokerage – –enable NSI’s to find one another in projects by notification and interest logging on the WEB   Set rules for resourcing projects – –default template for small projects, pre-agreed   Collaboration – –with EU in ESSnets – –research cooperation models, guidelines

17 POW 09/10: From 08/09   Set up administration – –what are we responsible for? – –decision workflow for SAB proposal execution   Collaboration – –ESSnet on common Reference Architecture   Outreach – –Inventory on existing initiatives, setup maintance
