2 GSC-9, Seoul217/03/2016 FCC Inquiry The FCC is proposing modifications in its rules to provide more efficient, practical, and consistent application of compliance procedures. Specifically, the FCC is proposing to: 1) revise and harmonize the criteria for determining whether transmitters used in a number of services are subject to routine evaluation for compliance with the RF exposure limits or are categorically excluded from such evaluations; 2) clarify the procedures for evaluating RF exposure from mobile and portable devices, including modular transmitters; 3) add more specific definitions and compliance procedures relating to RF exposure of workers (occupational exposure); 4) develop consistent labeling requirements to ensure the compliance of certain types of RF devices; 5) consider certain issues related to spatial averaging of exposure, including how to account for localized exposures whose spatial peak measurements might exceed the exposure limits; 6) make certain changes in its rules to eliminate inappropriate references or to make evaluation procedures consistent and complete; and 7) provide a transition period for the implementation of any new rules. The FCC invites comment and suggestions on these proposals and on certain additional issues related to compliance with RF guidelines.

3 GSC-9, Seoul TIA Response Comments TIA urges the Commission to continue in its efforts to ensure that the public is appropriately protected from any potential adverse effects from RF exposure, while avoiding the creation of any unnecessary burdens in complying with the RF exposure rules TIA supports the FCC efforts to revise and clarify the responsibilities of licensees and grantees in order to ensure compliance with the FCC RF exposure limits in a more practical, consistent and efficient manner Routine evaluation should be required for facilities where the separation distance from publicly accessible areas is less than 10 meters and the transmitting power is 100 watts ERP or greater for services operating at frequencies below 1.5 GHz or 200 watts ERP or greater for services operating at frequencies at 1.5 GHz and above

4 GSC-9, Seoul TIA Response Comments Fixed transmitting facilities should be categorically excluded from routine evaluation if the separation distance to publicly accessible areas is 10 meters or greater Very low power fixed transmitters, devices mounted in such a way that persons are normally not closer than 20 cm from any part of the radiating structure, should have a categorical exclusion threshold of 1.5 W ERP if operating at frequencies at or below 1.5 GHz and a categorical exclusion threshold of 3 W ERP if operating at frequencies above 1.5 GHz The FCC should adopt a Supplier's Declaration of Conformity (“SDoC”) process for approval of very low-power transmitters The FCC should require SAR evaluation of “higher power” consumer devices that use of spread spectrum transmitters operating in the 902-928 MHz, 2400-2483.5 MHz and 5725-5850 MHz bands and are designed for use within 20 cm of the body, if the maximum output power exceeds 100 mW
