2. Water for Energy Absolutely right time to think how to produce more energy using less water as - –Water is the element which is pertinent to generate energy to fight with economic turmoil –Scenario approx. 600MW out of approx.1,00,000 MW

3. National Perception Goal – Early water utilization for energy due to the need -that resulted to “only IEE up to 50 MW from 5 MW” Purposes –Overcome Economic Turmoil Strategy – Create just possible technologies and policies in order to have early energy generation

4. Regional Scenario Possibility of export/import of clean energy for bilateral as well as multilateral benefit however: –Lack of Understanding, Unsound Technologies and Vulnerable Policies –Hard to get grass level confident with present

5. Challenges Though equitable distribution of benefits from the use of natural resources is a responsibility of the State rather than a fundamental right of citizens, the matter cannot be challenged even if the state fails to fulfill these responsibilities

6. Challenges Major flaw is that ownership over water resources is vested on the central level state authority - local authority has less bargaining power Licensing mechanism – increase in corruption with future threat Primary focus is on using of water for personal benefit and less importance is given to conservation.

7. Recommendation Three tier approach of the state is needed that is –Respect, Protect and Fulfill Management should be through the policies which can be converted to strong mandatory legal framework Necessity to a bide by the general standards of international law and to create a self punishable legal and regulatory approach

8. Recommendation Clear understanding on state level as well as on regional approach Water policies should be in optimum utilization, resource conservation by avoiding water related conflicts An urgent need of an integrated and sustainable approach for water resource planning and energy usage

9. Recommendation Basin management approach is a must Creation of clear water right – for local empowerment is needed Water resource is to be considered as “right-duty” based approach Active participation of stakeholder and more importantly needed to have stakeholders prioritization

10. Recommendation Need to build a networks for knowledge sharing so that better technologies can be transferred Forum is required to promote stakeholder participation Incentives are needed to ensure the technologies and polices to reduce the water/energy footprint
