3 Defense Logistics Manuals (DLMs) Status Draft DODI 4140.01 – OCT 20, 2009 Out for Formal Coordination with DoD Components; WHS Suspense NOV 18, 2009  Designates publication of the DLSS/DLMS manuals as Defense Logistics Manual (DLMs)  DLSS (aka MILS) identified for conversion to DLMs = MILSTRIP, MILSTRAP, MILSBILLS, MILSCAP, LOGDESMAP, and DAAS manual  DODAAD and MAPAAD manuals will be incorporated into the DLMS DLM, Vol 6 Once DODI is staffed and approved:  DLMSO will send the DLSS/DLMS manuals to publications as DLMs: DLMs will incorporate numerous ADCs not yet published DLM format is basically the same as current DLSS/DLMS manuals Publications turnaround time is unknown, but DLMSO hopes to leverage DODI requirement for DLM publication within 180 days.  DLMs will be published on the DLMSO website once approved/signed by publications DRAFT DLMs, as sent to publications, will be available from the DLMSO website pending final publication 3

4 Defense Logistics Management System (DLMS) Defense Logistics Manual (DLM) Volume Outline Projected Volume Outline for the new DLMS DLM:  Vol 1 Concepts and Procedures  Vol 2 Supply Standards and Procedures ( encompasses DLMS equivalent of MILSTRIP, MILSTRAP, and SDR supply functions )  Vol 3 Transportation (new Volume, see ADCs 305, 316)  Vol 4 Finance (currently DLMS Volume 5)  Vol 5 DLMS Data Management (new DLMS Volume)  Vol 6 Logistics Systems Interoperability Support Services  Vol 7 Contract Administration (currently DLMS Vol 4 - Acquisition) 4

6 Background:  DLSS/DLMS procedures are covered by multiple sets of manuals  DoD 4140.1-R mandates move to DLMS procedures  DoD Components are migrating to the DLMS  DLMSO no longer has the resources to maintain separate sets of DLSS and DLMS manuals Current process of maintaining two sets of publications, which contain essentially the same information for the different formats, is resource intensive, duplicative in nature, and no longer practical DLMSO is moving towards combining DLSS manuals with DLMS manual  Multi-step process Combining DLSS and DLMS Manuals 6

7 Combined DLSS/DLMS Manual:  Will maintain visibility of DLSS peculiar terminology where applicable  Effort will be made to better align DLMS Volume 2 chapter structure to that of the present DLSS chapter structure  Appendices covering DLSS codes and formats will be removed from manuals and reside on the DLMSO website (location TBD-probably DLM pages and DS page) Status of combining DLSS with DLMS:  DoD 4000.25-6-M DODAAD Manual has been moved into DLMS Vol 6 (see ADC 251)  DoD 4000.25-8-M MAPAD Manual – being moved into DLMS Vol 6 (see PDC 309)  DoD 4000.25-1-M MILSTRIP combining w/DLMS Vol 2 Supply Stds & Procedures Effort has begun - Update to Chap 11 Materiel Returns is under development  DLAI 4140.55, AR 735-11-2 SECNAVINST 4355.18A, AFJMAN 23-215, Reporting of Supply Discrepancies – moved into DLMS Vol 2, Chapter 17 7 Combining DLSS and DLMS Manuals(Cont’d)

8 Combining DLSS and DLMS Manuals(Cont’d)  DoD 4000.25-2-M MILSTRAP 2-step approach for combining MILSTRAP with DLMS Vol 2 Supply Standards & Procedures: 1. Correlate the DLMS beginning segment Transaction Type Codes with corresponding MILSTRAP DI Codes, establishing relationship between MILSTRAP-DLMS transactions 2. Align DLMS chapters with MILSTRAP where appropriate and capture MILSTRAP specific language where needed Significant progress made towards a combined DLMS-MILSTRAP manual:  Steps 1 and 2 complete for the following DLMS volume 2 chapters via ADCs: Vol 2 Chap TitleADC # 2 Demand Data Exchange278 2 Special Program Requirements287 3 War Materiel Requirements287 5 (New 22) Asset Statues Reporting 308 5 (New 24) LASE333 6 Physical Inventory Control307 10 Materiel Receipt Acknowledgement 327 (under development) 14 Issue, Loan Demand, Freeze/Unfreeze 292 18 Small Arms/Light Weapons220 8

9 Combining DLSS and DLMS Manuals(Cont’d) Step 1 completed for the following chapters (step 2 still required):  9 Logistics Reassignment  12 Due –In and Advance Receipt Information (aka Prepositioned Materiel Receipt (PMR))  13 Receipt Steps 1 and 2 still required: Chap 7 Inventory Adjustment When all chapters have completed Steps 1 and 2, and MILSTRAP is ready to be combined with the DLMS DLM, DLMSO will issue a Formal Change to the DLMS DLM Vol 2. At that time: DLMS Vol 2 chapters will be reorganized to reflect MILSTRIP, MILSTRAP and SDR sections MILSTRAP DLM will be cancelled 9 DLMSO Initiative to Combine the DLSS and DLMS Manuals is Ongoing
