Project 25 Compliance Assessment Program (P25 CAP) Overview TCIP Chicago, 2008 Patrick Kenealy

Project 25 Standards are Focused on Achieving Goals that Benefit the Public Safety Community P25 Goals Impact on Public Safety Community Graceful Migration & Backwards Compatibility Can move from a legacy system to a new system more easily Competition in Radio Procurements Users can select from multiple vendors that build products to the same standards InteroperabilitySupports the sharing of both voice and data information Driven by Public Safety NeedsVendors develop public safety communications products based on practitioner needs and requirements User Friendly EquipmentRadio systems operate in consistent and familiar ways Robust Compliance Assessment Program A comprehensive P25 assessment program will ensure that vendor products are tested and can be trusted to be P25-compliant Spectrum EfficiencyTakes advantage of finite spectrum resources so more users can operate within limited bandwidths

There are eight P25 interfaces to be standardized, however… Dispatch Console Console Subsystem Interface (CSSI) RF Subsystem B Fixed/Base Station Subsystem Interface (FSSI) RF Subsystem A Network Management Interface Data Network Interface Telephone Interconnect Interface Inter-RF Subsystem Interface (ISSI) Portable Radios Common Air Interface (CAI) (CAI) Mobile Radio Subscriber Data Peripheral Interface Base Station or Fixed Station Radio PSTN Data Netwo rk (FSSI)

…P25 is focused on four that have the broadest impact... 5 P25 CAP

About the Project 25 Compliance Assessment Program There has been no process in place until recently that confirms that equipment advertised as P25-compliant actually meets all aspects of the P25 standards.

About the Project 25 Compliance Assessment Program In response to these discrepancies, Congress passed legislation calling for the creation of the P25 Compliance Assessment Program (CAP). The P25 CAP is a partnership of the: Department of Homeland Security’s Command, Control and Interoperability Division National Institute of Standards and Technology Industry Emergency Response Community.

About the Project 25 Compliance Assessment Program The CAP establishes a process for ensuring that equipment complies with P25 standards and is capable of interoperating across manufacturers. The program has a Governing Board (GB) and will initially focus on the Common Air Interface which allows for over-the-air compatibility between mobile and portable radios.

Overview of The P25-CAP Process  Compliance Assessment Bulletins (CAB’s) are Issued  CAB’s are Jointly Reviewed and Approved by the GB  The CAB’s Provide the Guidelines of the Program CAB’s Approved To Date Laboratory Application Process Baseline Testing Requirements SDoC - Supplier’s Declaration of Compliance Requirements Summary Test Report Requirements

P25 Compliant Declared Equipment - Is a Product which: Has been tested at a P25 CAP recognized laboratory Has been determined by the supplier to be compliant with all current requirements of the P25 CAP Possesses a Supplier’s Declaration of Compliance (SDoC); and Has a Summary Test Report that has been reviewed by the P25 CAP Laboratory Program Manager.

P25 CAP Guiding Principles  Independent oversight  Auditable processes  Definition of compliance jointly developed by users and manufacturers  Content of declarations and reports jointly defined by users and manufacturers

Independent Oversight  Independent labs: --1 st, 2 nd, and 3 rd party labs to participate -- all labs will participate as 3 rd party -- i.e., no conflicts of interests.  NIST defined processes based on international best practices: (conformity assessment & competence of testing) --ISO/IEC 17011, 17025, 17050  Recognition in lieu of accreditation  Laboratories assessed by independent parties prior to participation

AuditabilityAuditability  Labs and/or manufacturers subject to periodic audits  Detailed and summary testing reports required of participating P25 manufacturers Intended to ensure ongoing quality processes and sound documentation practices to promote repeatable testing

(SDoC) Supplier’s Declarations of Compliance (SDoC) SDoC Report  Issued by the supplier (not a certificate)  Summarizes the “who, what, and when” of testing  Signed by responsible company officials  References the testing on the product  Will be posted for public access Notional Published SDoC

Summary Test Report Provides ‘at-a-glance’ summary reviews of test results Notional Summary Test Report  DHS CAB’s define summary test reports with key product configuration info, test cases executed and verdicts  Participating labs must use approved, common report formats  Summaries available upon request  Detailed test reports subject to independent review by auditors

Governing Board P25 CAP/GB Purpose –The P25 CAP/GB represents the collective interests of organizations that procure P25 equipment. It establishes the policies of the P25 CAP, and assists the DHS OIC CAP Program Manager in the administration of the program. –The P25 CAP/GB issues Compliance Assessment Bulletins (CAB)s in support of the operation of the P25 CAP. These CABs, will constitute the collective body of information used by DHS OIC to develop requirements that must be met by equipment suppliers that participate in the P25 CAP. –The P25 CAP/GB is an independent body 16

Governing Board Members –Luke Klein-Berndt, Chair, DHS OIC –Tom Sorley, Vice-Chair, City of Houston –Kurt Fischer, Lab Program Manager, NIST –Andrew Thiessen, Lab Program Manager (deputy) –Jim Downes, DHS OEC –Rob Zanger, DOJ –Martin McCoy, WyoLink –David Steingraber, Wisconsin Office of Justice Assistance –Rick Adams, LA Sheriff’s Department –Dereck Orr, ex-officio, NIST/OLES 17 – Pat Kenealy, Michigan Public Safety Communications System

Summary of The P25-CAP Process  Compliance Assessment Bulletins (CAB’s) are Issued  CAB’s are Jointly Reviewed and Approved by the GB  The CAB’s Provide the Guidelines of the Program CAB’s Approved To Date Laboratory Application Process Baseline Testing Requirements SDoC - Supplier’s Declaration of Compliance Requirements Summary Test Report Requirements More to come soon......
