2 National Public Safety Telecommunications Council (NPSTC) Resource and advocate for public safety on matters relating to public safety telecommunications NPSTC is a federation of public safety organizations: –American Association of State Highway and Transportation Officials, American Radio Relay League, American Red Cross, Association of Fish and Wildlife Agencies, Association of Public-Safety Communications Officials-International, Forestry Conservation Communications Association, International Association of Chiefs of Police, International Association of Emergency Managers, International Association of Fire Chiefs, International Municipal Signal Association, National Association of State Chief Information Officers, National Association of State Emergency Medical Services Officials, National Association of State Foresters, National Association of State Telecommunications Directors

3 FCC’s 700 MHz Further Notice of Proposed Rulemaking FCC 07-72 Commission’s final decisions regarding the structure of the 700 MHz band and the auction and service rules for the remaining 60 MHz of unauctioned spectrum Currently occupied by television broadcasters in TV Channels 52-69, 698-806 MHz, made available for wireless services, including public safety and commercial services, as a result of the digital television transition

4 Commercial and Public Safety Interests in Superior Band Structure and Service Rules will determine the degree of opportunity by commercial and public interests. Public safety’s interest and advocacy have focused on: –Proposal of Cyren Call Communications to establish a Public Safety Broadband Trust to administer 30 MHz in joint public private partnership –Frontline Wireless LLC proposal to establish an E Block 10 MHz public private network –Access Spectrum and Pegasus, current guard band licensees, Broadband Optimization Plan proposal –FCC’s Proposal to establish national public safety licensee in public safety segment, converting current wideband channels to all broadband

5 Debate Over Structure and Rules all Related Public Safety’s Interests –Network Reflecting Public Safety Standards coverage, priority access,system restoration, reliability and security Access by all agencies –Viability of Private Interests to Deploy and Maintain Network
