Innovation & Standardization Policy Management Dr Rekha Jain Executive Chair IIMA Idea Telecom Centre of Excellence (IITCOE) Indian Institute of Management Ahmedabad India ITU Workshop on “ICT Innovations in Emerging Countries” (New Delhi, India, 14 March 2013)

2 Innovation Policies Innovation policies and standardization policies are often independent. What are the steps for converging the two? While some support for innovation, little support for standardization. How to bridge this gap? What role of emerging economies?

3 Key Aspects of the ICT Ecosystem Core (ICT) Applications, Content and Platforms Role of Adjacent Industries (healthcare, education, payment systems, transportation) Handset/devices Network System Software Domain Specific Competencies

4 Developing an Innovation Ecosystem Role of Standardization Increasing need for interoperability Role of Emerging Economies: − EU ICT for Health standardization (EU cross border data and info exchange, ageing population, disease profile in emerging economies, need to interface citizen data with benefits)

New Delhi, India, 14 March 20135 Standards Development Organizations Core (ICT) − Handset/devices − Network Developing an Innovation Ecosystem (Contd..)

6 What has been done so far in India? Innovation Telecom Fund (Telecom Entrepreneurship R&D and Manufacturing Promotion Fund – Rs 17500 Cr) Telecom Manufacturing Promotion Fund (TMP) - (Rs 10,000 Cr) Telecom Research Development Fund (TRDF) - (Rs 5,000 Cr) Telecom Entrepreneurship Promotion Fund (TEPF) – (Rs 2,500 Cr)

New Delhi, India, 14 March 20137 Startup/Risk Financing Setting up incubation centers and product labs Co-invest with VCs Public venture fund Strengthen telecom entrepreneurship capability Telecom Manufacturing Promotion Fund (TMP)

New Delhi, India, 14 March 20138 R&D and Product development funding Creation of IPR and patents Grant & Soft Loans Common testing and standardization Telecom Entrepreneurship Promotion Fund (TEPF)

New Delhi, India, 14 March 20139 Low interest; long-term funding for Indian products Subsidies/incentives for commercialization of Indian products Telecom Research Development Fund (TRDF)

New Delhi, India, 14 March 201310 What has been done so far in India? Innovation (Contd..) Strengthen incubators Access to Product Labs Emphasis on entire life cycle Support Creation of IPR and patents and standardization Provide training on different standards in the core and adjacent fields

11 What has been done so far in India? Standardization Standardize solutions for meeting these requirements and contribute these to international standards. Contribute to global standardization Maintain the technical standards and other deliverables Safe-guard the related IPR Provide leadership to the developing countries (such as in South Asia, South East Asia, Africa, Middle East, etc.) in terms of their telecommunications-related standardization needs. Attempts at creating a Development Standards Organization of India to promote India-specific requirements.

What has been done so far in India? Standardization (Contd..) New Delhi, India, 14 March 201312 Some are specific to India, could later become relevant to other countries (TD-LTE fallover to 3G, GSM is unique to India), Identity management over mobiles SIG on VAS and Policies WGs reflect the need for standards in emerging areas

13 Assessment Initial stage Interest in setting up DOSTI from the industry, academia For the SIG, joint working groups with key user groups (health, agriculture, education) need to be formed What kind of structures to be formed? Work with sector specific agencies

14 Roadmap and Recommendations The need to set up coordination and harmonization mechanisms (across ICT and adjacent domains) Enhancing capability for standards development Supporting standards development in adjacent domain (for telecom based organizations) Creating awareness about the current state and future

Thank you New Delhi, India, 14 March 201315
