2 Guiding Themes 1.Build the capacity of ASU to be a leading research university. 2.Forge new partnerships with the public and private sectors to pursue community goals. 3.Build Phoenix metro area into a knowledge community. 4.Operate on a national scale while pursuing local goals. 5.Build a university that is fully engaged with the multiple diverse communities that together make up the state of Arizona.

3 Points of Action:R&D 1.Continue to attract multi-sector R&D enterprises to Phoenix. New private sector, public sector, and hybrid labs are needed to provide a critical mass of R&D energy.

4 Points of Action:Infrastructure 2.Ensure the physical means and infrastructure necessary to the advancement of ASU. Research capacity can best be enhanced with investment in new facilities from which faculty can compete.

5 Points of Action : Investment Mentality 3.Imbue ASU with an investment mentality and encourage the ASU community to take responsibility for our own destiny.

6 Points of Action : National Competition 4.Recognize that ASU is in a national competition for faculty and research graduate students.

7 Points of Action : Measures of Success 5.Change the measurements of faculty and researcher success to align better with the goals of the university. Such goals would be: Research Volume National Prizes Technologies Developed New Companies Catalyzed –not hours worked or courses taught

8 Points of Action : Knowledge Community 6.Encourage the development of a larger knowledge community surrounding ASU.

9 Points of Action : Start-ups 7.Improve new company start-up support at all levels.

10 Points of Action:Cooperation 8.Enhance cooperation with other academic institutions (particularly University of Arizona).

11 Points of Action:Modernization 9.Modernize the constitution of the state of Arizona to permit an entrepreneurial university to evolve.

12 Points of Action:Identity 10.Continue to emphasize that ASU is one university - many locations.

13 Points of Action:Federal Funds 11.Increase federal government support for research investment in Arizona. This will require direct enhanced engagement by the congressional delegation.
