The HAI Model The key element of HAI’s approach involves partnering with local Ministries of Health to strengthen existing public sector services. “Pragmatic solidarity” with public sector services providers and the communities they serve in the face of privatization, austerity, and market fundamentalism

The HAI model Program offices inside Ministry offices with counterparts. Trusting relationships with public sector counterparts and plan projects jointly. Respect local leadership and priorities Strengthen PHC services, even with “vertical” project funds (eg. PEPFAR funding). Arrange for additional funding to set aside when possible to cover small-scale gaps in service provision to demonstrate material support. Focus on small changes with big impact that can be sustained over time (eg. syphilis screening and treatment). Structure projects that respect national health system administrative divisions (work within districts and provinces). Follow Code of Conduct – avoid hiring out of health system.
