Gain knowledge of the Title V needs assessment framework and general timeline

Be familiar with technical assistance and useful resources available for local health jurisdictions

3. Title V Maternal and Child Health Block Grant
Primary source of federal support for improving the health and well-being of mothers and children.
Title V MCH Block Grant reporting requirements mandate completion of an annual report/application that specifies:
needs of the State MCH population;
programs and policies implemented to meet those needs
monitor progress toward achieving federal and state performance outcome measures
Management/expenditure of funds
Every five years a comprehensive statewide needs assessment must be conducted of the MCH population

Improve Coordination and Collaboration with Department of Health Care Services, Systems of Care Division (Children with Special Health Care Needs)

5. Local Needs Assessment Conceptual Framework
Decentralize statewide needs assessment process by having each local jurisdiction conduct a needs assessment
Key Objectives
Identify local needs and capacity
Obtain extensive stakeholder input at the local level
Focus local MCAH efforts by having each jurisdiction identify priority areas they will focus on during the next five years
Develop local five-year action plan

6. Major State MCAH Needs Assessment Components
Local health jurisdictions conduct a needs assessment (identify needs, set priorities, assess capacity, stakeholder input)
Analyze and summarize local jurisdiction reports
Analyze statewide quantitative epidemiologic data
Assess State MCAH system capacity
Obtain external stakeholder input
Obtain public input on needs assessment report
State MCAH Program will submit statewide report to the federal MCH Bureau on July 15, 2015

11. What is Different about this Needs Assessment?
In the 2010 Needs Assessment, LHJs completed:
A Comprehensive Capacity Assessment
Data analysis to identify rates, determine and understand trend data, including race/ethnic disparities
In the upcoming Needs Assessment, LHJs will:
Not be required to do a separate capacity assessment
Receive data in a simplified format
Receive sample templates of Problem Analyses and Action Plans

12. MCAH Directors Needs Assessment Workgroup
Workgroup meetings began in April
Representatives from rural and urban communities
Representatives from new and experienced MCAH Directors
Reviewed Needs Assessment documents and provided feedback on content, process and clarity
To anticipate and assist with developing FAQs

13. Goals of the 2015 Local Title V Needs Assessment
Data-driven community planning to inform development of 5-year Action Plans that address a specific list of health problems using standardized objectives.
MCAH will provide local data to decrease the data burden and allow more time for a collaborative community planning process
Increase MCAH program impact by focusing on a strategic list of health problems
Focus on meeting with stakeholders/community partners to discuss data, prioritize problems and identify best practice strategies to address problems
