1 Why are we reforming Apprenticeships?
To meet the needs of the future economy and businesses. To ensure Apprenticeships are more rigorous and responsive to the needs of employers following Richard Review Apprenticeships viewed with the same esteem as University The changes will build on existing strengths

2 Ensuring rigorous training that will support economic growth
What are the main aims of the reforms? High quality Higher expectations of English and Maths, more assessment at end of Apprenticeship and introducing grading. Simple Complex frameworks to be replaced by standards of around one page written by employers. Employer driven Ensuring rigorous training that will support economic growth The Reform Programme is set out in The Future of Apprenticeships in England; Implementation Plan, published in October 2013. The key measures aim to: Increase the quality of Apprenticeships. An apprentice will need to demonstrate their competence through rigorous and synoptic assessment. This will focus on the end of the Apprenticeship to ensure that the apprentice is ready to progress. • Put employers in the driving seat. In future, Apprenticeships will be based on standards designed by employers. • Simplify the system. The new employer-designed standards will be short and easy to understand. They will describe the skills and knowledge that an individual needs to be fully competent in an occupation. 2

3 What changes are we making to Apprenticeships?
Standards designed by employers will replace existing Frameworks. New standards will be clear and concise, written by employers and no more than two pages long. All Apprenticeships will have an end-point assessment. Apprenticeships will be graded for the first time. All Apprenticeships will last a minimum of 12 months. The standards developed by Trailblazers will become the Apprenticeship standard for that occupation so widespread backing of from both large and small employers and relevant professional bodies is essential The standard must be sufficiently stretching that a new entrant to the occupation will require at least one year of training to meet the standard. 3

4 How will we deliver the reforms?
Trailblazers are leading the way in implementing the reforms. Trailblazers are led by large and small employers. Over 400 employers are involved in the Trailblazers so far. They are building on what already exists to ensure that professionalism and quality in training are the primary focus. 4

6 What funding model are we trialling in 2014/15?
We are trialling our funding approach through the Trailblazers to learn lessons for future delivery. For every £1 that an employer invests in training an apprentice, the Government will pay £2 up to a cap. Extra funding will be provided to support small businesses and for younger apprentices aged English and maths (Level 1 & 2) will also be fully funded. To ensure support for a wide range of apprentices, a cap is set on the amount of core funding that we can provide. Each standard will be allocated to one of five caps 6

8 What funding model are we trialling in 2014/15?
Employers will select a lead provider to coordinate their training and assessment delivery Employers will agree a price for their training and assessment delivery with their chosen providers Incentive payments are paid during the first year: for year old - 50% at 3 months and 50% at 12 months For small businesses – 100% at 3 months For completion - at the end of the Apprenticeship Employers have complete flexibility on what they use any incentive payments for. All SFA funding, including the incentive payments will be routed through the lead provider Mention the work required by employers and how if the employer is a learning provider e.g. BAE Systems, this makes life more simple 8

9 What is the timetable for reform?
The Trailblazers will pave the way for full implementation of the reforms during 2015/16 and 2016/17. The aim is that all new Apprenticeship starts from 2017/18 will be on the new programme. As the new standards are developed and agreed, we will cease funding Apprenticeships under former frameworks. 9
