21 Cautions No need to force these relationships – there should be mutual benefit on both sides Where the VCs (in particular) feel they have productive existing relationship with science groups CEOS should not force any imposed mechanism of interaction Where availability it may be relevant for CEOS to identify “umbrella” organizations (e.g. WCRP) to interface with.

22 Cautions These interactions may come with (additional) expectations for CEOS Agencies to resource the activities of these groups – this may not be negative if it is done in a way to maximize the benefit to CEOS. We may need to be wary of individual PIs using these fora as a means to advocate support for their own activities.

There are several ongoing activities in WGClimate that would benefit from the independent oversight of external scientific bodies: Metrics – assessing the maturity of products In depth assessments, ECV inter-comparisons WGClimate is working on these topics both: Internally with the VCs (pilots SST and OCR) Externally with the domain specific science groups – through links to the VCs and with the WCRP Data Advisory Council

Still work in progress, but potential roles, on assessments, could include: WCRP-DAC define best practices Combined domain science group and VC teams undertake actual assessments WGClimate ensures the process is progressing and adequately resourced and make the links for additional ECVs GCOS/WCRP Panels provide overall review of the process – include results in GCOS Adequacy Reports

27 GHRSST – SST-VC Experience
SST-VC is the GHRSST representative to CEOS, and vice-versa, with some defined tasks to report on to CEOS ST members are not typically funded to attend SIT, CEOS Plenary, or other CEOS meetings Funded to do science, make products, and at best attend a GHRSST Science Team meeting Ideally CEOS agencies as a group, and individually, would treat the VCs like a physical extension of their actual agencies, with appropriate levels of support

The 35th WGCV Plenary, held jointly with the 34th WGISS Plenary, was hosted by ISRO in Hyderabad, India from September 2012. Transition of WGCV Chair from Gregory Stensaas (USGS) to Satish Srivastava (CSA) for period. Election of Albrecht von Bargen (DLR) as WGCV Vice-chair for period and then Chair for period. WGCV and WGISS agreed for some joint-efforts Highlights of agreed joint-efforts: Evaluation of data quality metadata fields for sensors/products + definition of requirements CEOS WGCV Test Site information access in CWIC/IDN Develop CEOS Quality Indicators Define ECV quality information and implementation process for metadata and associated documentation Identify key players from VCs to support WGCV/WGISS tasks Update current and develop new CEOS Showcases – DEM Quality Information System (DEMqis) proposed Continue to work with WGISS on data and information access

Main Recommendations from WGCV-35 to CEOS: 1 a) CEOS agencies to support in developing and maintaining recommended instrumentation at the recommended CEOS Cal/Val test sites for IVOS, LPV, and SAR. 1 b) To provide routine data via sensor acquisition plans over the CEOS recommended sites 1 c) To provide free access to data acquired over CEOS sites to CEOS member agencies for calibration purposes, preferably via CWIC. 2 a) To provide a process for supplying resources/funding/support for ground networks and field campaigns 2 b) To provide resources required to enable comparisons of radiometers used for validation of 1) SST and 2) OC to be organized in 2014 (preparations to commence in 2013) in support of VCs and derivation of ECVs.

A Quality Assurance Framework for Earth Observation QA4EO is a consequence from a known need for interoperability in quality and consistency. QA4EO is included in GEO work plan QA4EO is a direct CEOS response to GEO Task DA & DA-09-01a: GEOSS Quality Assurance Strategy, now in: IN-02 Earth Data Sets C1 QA4EO implementation plan is currently in a revision process and will be discussed during the WGCV plenary. The interaction of WGCV and the other WGs and VCs wrt QA4EO is outlined. Side meeting with VCs and WGs to detail the way forward

49 QA4EO A Quality Assurance Framework for Earth Observation
Recent activities: With funding support from UKSA and NPL, UK for two years a new QA4EO Secretariat has been formed at NPL (Sec. Contact: Niall Origo, Request for Participation into QA4EO: Letter sent on Jan. 22nd, 2013 to CEOS and GEO members. Two QA4EO Implementation meetings via teleconference were held on February 12 and 26, 2013 QA4EO Team Structure now established: CEOS QA4EO Implementation Task Force Will have regular teleconference/Web-Ex communication to define action tasks as required for implementation. CEOS QA4EO Management Team Will meet as and when required via teleconference/Web-Ex communication to provide priority and guidance to the task force and in return be informed of new and on-going initiatives. GEO Implementation Task Force Will meet as and when required via teleconference/Web-Ex communication to provide the interface with the CEOS implementation teams and helps coordinate CEOS+GEO efforts.

Key Implementation strategy is to increase uptake through provision of example case studies and advice. To establish a set of case studies: WGCV (& QA4EO implementation team) request from agencies, VCs etc. examples of existing QA best practice consistent with QA4EO principles Ideas where such activities are in progress and could be adopted Activities in need of improved QA and where there is a desire and resource to develop QA4EO team (through secretariat): Provide advise on how to implement QA4EO Work with agency, VC, WG to write and promote short case study from supplied information Initial examples proposed: - SST with VC-SST and WGC - LEO-GEO inter-calibration with WMO GSICS - Maturity Matrix as QA status check/reporting mechanism with NOAA & WGC - Sentinel 2 Radiometric calibration tool with ESA More ideas/examples welcomed:

WGCV-35 Recommendation is Develop WGCV and WGC interface group to establish consistent interpretation of GCOS ECV requirements and analysis methodology for accuracy and stability monitoring, and to support validation processes of ECVs In detail: WGCV can offer expertise on calibration to support the L1b data records by its sub-groups IVOS, SAR, and MS WGCV can offer expertise on validation on product level with emphasis on Atmospheric ECVs by the AC sub-group Terrestrial ECVs by the LPV sub-group (Sub-group chair LPV has been invited to WGC meeting in Ashville 2012) Oceanographic ECVs are also included in IOCCG which is also interacting with CEOS, currently with IVOS An mechanism between both WGs for know-how exchange should be settled WGCV will also internally discuss how to ensure the work-flow WGC PoC to WGCV is currently WGCV Vice-chair

55 2015 deliverables 10-year implementation plan for the GEOSS ends in 2015 CSS study of VCs focused on their capacity and intentions to provide deliverables – SIT dialogue with VCs/WGs in 2012 has continued this discussion: what can we deliver to CEOS & GEO Member national governments? The VCs and WGs are the delivery teams of CEOS Delivery plans have been updated – this session takes a look at the combined output (from 1-pagers input for SIT-28) – with a view to considering standardisation and consistency in deliverables, milestones and activities for improved communication and management

56 2015 deliverables – space segment
ACC * Geostationary AQ Constellation Coordination (Sentinel-4, TEMPO, GEMS) * Greenhouse Gas Constellation * Limb scattering ozone profile measurement coordination LSI  - OCR OST * Ensure launch of Jason-3 in March 2015 latest, so as to preserve continuity of the reference measurement * Timely program approval of Jason-CS in Europe and in the US to ensure long-term availability of the reference measurement * Maintain focus on new technology as in SWOT and ensure its continuity with the Jason-series by including a Jason-class nadir altimeter in the SWOT payload OSVW * In 2013 ASCAT-B becomes the primary operational mission and ASCAT-A remains in operations as a hot stand-by. Tandem operations beyond 2014 under discussion. Planning: absolute calibration of ASCAT-B and cross-calibration with ASCAT-A; potential revisit of phasing of METOP-A/METOP-B options. “Modular”approach to implementation of VCs – how do agencies coordinate physical contributions to ensuring long-term ECVs? What are the challenges to implementing the VC? (Legal?  Financial?  Governmental?) Are any of these issues that an agency sees as possibly surmountable through bilateral or other discussions? Can the agencies identify investments, assets, or contributions they might make in ensuring ECV generation?  (Even if the institution is not a space agency). What is needed to move the ECV generation forward?  (hardware, software, reports, money, etc.)

Recommendation 1: Datasets Registration CEOS agencies are strongly urged to register their datasets to IDN. In order to be “discoverable” through GEO Portal, datasets need to be registered to IDN in advance. This is a necessary 1st step. Recommendation 2 : IDN Data Maintenance In order to keep datasets accurate and timely, each agency should check their records in IDN periodically. As of February 26th, more than 14,000 datasets from CEOS agencies were registered. But, For a significant part of them, the information returned in the query results is either wrong or inaccurate (e.g. obsolete information). The IDN team currently runs a link checker program on the catalog on weekly basis and when broken links are discovered the IDN team contacts the record owners. But sometimes record owners themselves are obsolete!

Recommendation 3 : Navigation for users CEOS agencies should take the appropriate measures for easily leading users to products after data discovery. If datasets are registered to IDN, they are discoverable from the GEO Portal. But “discoverable” does not necessarily equal to “efficiently accessible”. Even if a hyperlink appears, it may lead to the top page of another system. Users have to search the dataset again. (= accessible but not “efficiently” accessible) Or no hyperlink appears due to some reason. (= not accessible)

FedEO (based on HMA-science) team and CWIC team agreed to specify and implement one common external interface, “CEOS OpenSearch”. Details need to be discussed by the team from FedEO and CWIC, but here are tentative milestones. Specify the standard using current implementations of the specifications: After SIT-28 ~ Sep., 2014 FedEO and CWIC teams implement the CEOS OpenSearch standard for external client access: ~Feb., 2015 CEOS and other Community Portals will need to implement only one access standard to search and access data from CWIC & FedEO.
