In Europe a major recent development has been the entering in force of the INSPIRE Directive in May 2007, establishing an infrastructure for spatial information in Europe to support Community environmental policies, and policies or activities which may have an impact on the environment. INSPIRE is based on a number of common principles: Data should be collected only once and kept where it can be maintained most effectively. It should be possible to combine seamless spatial information from different sources across Europe and share it with many users and applications. It should be possible for information collected at one level/scale to be shared with all levels/scales; detailed for thorough investigations, general for strategic purposes. Geographic information needed for good governance at all levels should be readily and transparently available. Easy to find what geographic information is available, how it can be used to meet a particular need, and under which conditions it can be acquired and used

From IHO MSDIWG ToRs This Working Group (WG) is a subsidiary of the Hydrographic Services and Standards Committee (HSSC). Its work is subject to HSSC approval. UN Committee of Experts on Global Geospatial Information Management (UN-GGIM) The United Nations Economic and Social Council (ECOSOC) established the United Nations Committee of Experts on Global Geospatial Information Management (UN-GGIM) in July 2011 (ECOSOC resolution 2011/24) as the official UN consultative mechanism on GGIM. The main objectives of the UN Committee are to provide a forum for coordination and dialogue among Member States, and between Member States and relevant international organizations and to propose work-plans and guidelines with a view to promoting common principles, policies, methods, mechanisms and standards for the interoperability and inter-changeability of geospatial data and services.

5 MoD SDI Vision By 2015 Defence will treat spatial data as an enterprise resource contributing to Information Superiority and enhancing the delivery of military effect. End-users and systems will be able to store, discover, view, exploit and share spatial data in a way that is common and consistent across all operational environments and functions. A consistent approach to spatial data will support the incremental development of exploiting systems, allowing them to be adaptable to future technologies and organisational change. In late 2011 an SDI 2* strategic implementation plan (from which the vision statement on the slide is taken) was issued by ACDS (Int Cap) now DCI3 on behalf of: CIO; Dir (Information Superiority) and DE&S (D Safety & Engineering, D Information Systems and Services and D ISTAR). 8 Benefits of the SDI and the Spatial Data Domain.
SDI Approach: Aims to be consistent with MODIS Aims to provide comprehensive and sustainable solution across DLODS Aims to be achieved through resilient, coherent and enduring enterprise-wide approach Better decisions, Better shared understanding, Better information sharing SD Domain Approach: Unifying the Defence Enterprise Driving business and operational effectiveness Minimising diversity Designing for reuse Building with proven solutions Ensuring commonality of services across the Defence Enterprise Designing for flexible Interoperability Adopting open standards Information as an asset. The amount and breadth of SD within the Defence Enterprise is large and complex. In order to effectively manage, gain access to and view this data, the Spatial Data Infrastructure (SDI) , and the MOD SD Domain have been developed. The SDI provides the framework of components that together aids the development of coherent and assured spatial data projects. This includes policy, standards, data and services, and sponsorship for the overarching governance,.  The SD Domain provides the governance, coherence and assurance of capability development programmes and projects that will incorporate spatial data, across the Defence Enterprise." 8

Facilitate Service Enabled Foundation Data, such that… Searches will reveal all relevant spatially-referenced information Discovery and processing of spatial data will be automated to a greater extent Assured access to the most recent, authoritative data More information is available as a service (lower bandwidth demand) Analyses to be published and shared easily Blur the lines between producer and consumer A common approach to delivering spatially-referenced information, from head office to deployed units 15

16 Spatial Data Body of Knowledge (BoK)
The Body of Knowledge (BoK) is the single unified repository for all information relating to Spatial Data information to all stakeholders and at all stages of programme/project lifecycles. It supports the SD Gatekeeper and SD TA (subsequently expanding to include SD CA and OA) 16
