2 Kansas Education Where have we Been? Where are we now? Where are we headed?

3 Where have we Been?

4 Kansas Student Population Trends
TM: These are the unaudited enrollment counts. 4

6 Poverty Trends within Ethnic Groups
While all 3 groups experienced increases in poverty after 2008, Hispanic and African-Americans children have sustained more than twice the poverty rates of White children. These are trends from the audited enrollment KIDS file, all grade levels, preschool and NG included.

7 The population counts here, after 2009, have been slightly inflated by a change in the federal method for counting Hispanics. 7 7

8 Note that part of the decline in the African American population, and a small part of the rise is Hispanic Population after 2009, is due to changes in the federal definitions of ethnicity.

9 Where are we now? 4th year of transitioning to College & Career Ready Standards in Math and English Language Arts (ELA) First year of implementing new College & Career Ready Standards in Science and History/Government. Kansas just piloted the new Assessment in Math and ELA in Spring of 2014. All 286 School Districts are piloting new teacher/leader evaluation instruments that include student growth in performance on multiple measures.

10 Where is Accountability?
Accountability is customized at the building level, looking at: Achievement Growth Gaps Reducing Non-Proficient Students Each building has a different target, based on where they started. We have moved away from annual AYP targets to student growth over time.

Where are we Headed? Changing the question from; Are you ready to move to the next grade? to Are you on track to be successful Post-Secondary?

16 A New Start and Beyond Performance

17 COLLEGE AND CAREER READY means an individual has the academic preparation, cognitive preparation, technical skills, and employability skills to be successful in postsecondary education, in the attainment of an industry recognized certification or in the workforce, without the need for remediation.

24 Kansans with Post-secondary Education
Post-secondary Education = Credential through Advanced degree 52% We have a gap to close in four short years So we need more students completing a certification or a degree

25 Kansans completing a Post-secondary degree or certificate
Early 1970’s 2018 2014 25% 75% of jobs in 70’s only required a diploma (and some didn’t require a diploma) and those were good paying jobs, most in manufacturing, a person could work their entire career and never have to go back to school and could easily live in the middle class. Now many of those jobs have transitioned to high-skill or become obsolete. To add to the complexity, Today’s top 10 jobs didn’t exist in 2004 How do we prepare students for an ever-evolving workforce? Increase rigor, relevance, something career awareness guidance and the new KCCRS represent and encourage students to COMPLETE at PS So let’s look at how our students are doing in Post-secondary 52% 64%

26 Kansas Class of 2012 Percentage of 2012 Graduates enrolled in Post-secondary (2 & 4 yr. institutions) 77%

27 Percentage of 2012 Graduates completing 1 year of post-secondary
Kansas Class of 2012 Percentage of 2012 Graduates completing 1 year of post-secondary 50% Only half of the class of 2012 enrolling in PS completed 1 year Even less will go on to complete a degree

28 Career Technical Education (SB 155) Results
Win Win Win *Estimates

29 What If? We could increase the % of graduates entering postsecondary institutions? We could decrease the % of our graduates needing remediation postsecondary? We could increase the % of students successfully completing their first year? Second year? We could get more kids into “hard to fill” programs? THEN, we could close the gap between the % of jobs requiring postsecondary completion, and the % of Kansans acquiring postsecondary completion?
