I am here to talk about transforming a community to create a high quality of life for its residents and for attracting economic development. I will talk about who is the community and how instrumental these groups are in their involvement and how success is built upon relationships. By calling the community together to identify its unique attributes, to create the culture of change—as leaders we create connections– built on one neighborhood at a time. Your community, regardless of geographic industry or geographic location, has the ability to create value for future investors and for the businesses already there. Susan J. Look for ideas outside of your community Find the best practices Identify your communities defining attributes Creativity in creating a new economic reality:  unleashing the potential of a City or a district.   Going beyond the status quo to a new future.  Looking for ideas outside your City—best practices from other cities, corporations and organizations.  Working on multiple fronts (design, land use, history, business presence, and sustainability, etc.) for positive change. 3 How Do You Get Started? Break down barriers and focus on the goal
Engage & Mobilize Diverse Team Break down barriers and focus on the goal Shared Vision Collaborative, non-prescriptive planning process Diverse Team Involve internal staff and external team members.  In order to set the bar high, the project needs diverse teams that cut across departments and specific expertise areas Include on the team public/private and non-governmental organizations.  Get the private sector to take leadership as they know the business side.  Make sure people are on the team who want to be and who are excited about this effort. Break down the barriers and get the team to focus on the goal (economic achievement, design excellence, new jobs, TOD, pedestrian orientation, new life in a biz district, attracting new types of industry, etc.) Equal investment- City government and the private groups should care equally about the community issues and both stand to gain from solving the problem or challenge before them. Continually revising and changing the product. Shared Vision Focus: I will use 3 communities results to show you how important it is to develop the shared Vision: Portland, OR, Peoria, AZ and Ventura, CA. These are all good examples of three very different planning processes with the same results: “Organization”, “Financial Management”, and “Planning and Long-term Community Involvement”

Unique Communities have Unique Needs A variety of community engagement techniques can be used to achieve successful, community driven results. Community Connections:  The public is truly involved.  Real connections are made with citizens and groups and their participation is meaningful—develops product, creates changes, gives advice, works on design, selects alternatives.

Ventura Downtown Redevelopment & Economic Change Peoria Sports Complex Area Urban Design Plan Results Document/Plan is a instrument to attract investment Implementation of business plan helps businesses organize Shared Vision – Everyone had an expectation of result. Emphasize Quality Measurements Change The connectivity works far into the future as cities continue to refine their authentic value and to attract business based on sound business , financial, and policy planning. You must first connect all the dots and if we are lucky in the process, it is carried forward in future plans….. The Portland Central City Plan developed more than another dozen neighborhood specific plans and changed the outlook of the entire city Peoria: Sports and Entertainment District Plan is the basis for an entire economic shift in the surrounding uses and is currently under review by our City Council for renewed financial interest. Ventura: The General Plan for the City resulted in a new form-based plan for Downtown redevelopment and new identity (New Arts City) and refreshed interest in creative economic development strategies. Measurements do change over time.  They need to be meaningful, useful and serve a function.  Emphasize quality, because the end-game here is to build a quality community. Results can be measured based on the positive changes in the community (# of jobs, new businesses, # and variety of people participating, more positive image of community in the press. Creative opportunities are elements in the plan which allow the development to happen in your city's zoning laws There are so many incredible ways to connect with communities now that weren’t available even a decade ago- you will enjoy hearing about them today from the other panelists. Focus and predictability from a community provides security in economic investment
