This webinar will provide you with a brief overview of the CB Scheme, how it works, and how it can benefit you. This webinar will run about 30 minutes and we will have a chance for Q & A at the end. Also in 1992, MET became a National Certification Body (NCB) in the IECEE CB Scheme. To Start, I’d like to tell you a little about who we are and what we do. MET was Founded in 1959. The first NRTL in the United States. Accredited by SCC for certification in Canada Accredited by A2LA for product safety testing Approved in over 200 product categories Recognized by all major retailers Responsive with real-time project tracking. 1992 marks the beginning of the CB Scheme. MET also became a National Certification Body in the IECEE CB Scheme at this time. An NCB is an appointed Certification Body of the IECEE, and accepts the rules of the CB scheme which can prepare, certify and recognize other certifications to grant national certifications. 3 Who/What is the IECEE? MET Laboratories, Inc.
International Electrotechnical Commission for Electrical Equipment (IECEE): Worldwide System for Conformity Testing and Certification of Electrotechnical Equipment and Components. The CB Scheme was designed in recognition with the need to reduce barriers for international trade. The scheme is based on the principal of mutual recognition of testing and acceptance of the results to meet national requirements. Reduce obstacles to international trade which arise from having to meet different national certification or approval criteria. The IECEEE is the International Electrotechnical Commission for Electrical Equipment. The Worldwide System for Conformity Testing and Certification of Electrotechnical Equipment and Components. It was seen throughout the world that many barriers to trade existed with all of the different country regulations that would require in-country testing or review, so the IEC designed a system, based on mutual, multi-lateral recognition of testing and acceptance of the results to meet national requirements. In recognition of this need to facilitate international trade in electrical equipment for the benefit of consumers, industries, and authorities and also to provide convenience for manufacturers an international Scheme was created operated by the IECEE, known as the CB Scheme. The CB Scheme is based on the use of CB Test Certificates which provide evidence that a sample of the product have successfully passed tests to show compliance with the requirements of the relevant standard. National differences, where applicable, may be included in order to obtain national certifications where the standard has differences to the base IEC standard. As the IECEE would say, the overall end goal would be one world, one certification, one mark. Great website for all information about how the IECEE works, Operational Documents. List of NCB’s, and their Test Labs. Information for manufacturers, faqs, different programs available. Regulatory Requirements Section. IECEE.org is a very informative website on the latest information from the IECEE. If you ever have any questions on how a CB Laboratory should operate, different country regulations, standards, or national differences you can find that information there. As will be discussed later, there are several manufacturer test data programs. If you are interested in any of these methods, you can go to the Operational Documents and read through how it works before you go into the program. All of this is freely available to the public. I think one of the most underrated but very useful parts of the website is the “Regulatory Requirements” section, under CB Scheme, towards the bottom, click Regulatory Requirements. It has a form filled out by many of the participating countries national committees on the regulatory requirements. Very informative and should be looked at before considering exporting into that country. Lets go ahead and look at a quick example of that section and how its useful. 6 CB Scheme’s Added Value
Purpose of the CB Scheme is to gain global access. While not automatic access to all participants, it greatly helps access by reducing time to market and certification costs. IECEE is a quality organization that audits each and every National Certification Body (NCB), Certification Body Testing Laboratory (CBTL) and Associated Certification Testing Laboratory (ACTL) to qualify them as a quality organization. This is how applicants/manufacturers can ensure that what they are getting is a quality, unbiased assessment of their equipment. Base standard for this is ISO The Purpose of the CB Scheme is to gain global access while limiting the testing required. While not automatic access to all participants, it greatly helps access by reducing time to market and certification costs. These 2 factors, reducing time to market and certification costs are the 2 main motivations of the creation of the CB Scheme. The CB Scheme rules allow for the testing to be conducted at a single location and these results to then be accepted by another organization, known as a Recognizing NCB, in another country. Once your product is tested to an IEC standard for Product Safety, shouldn’t have to go through a full test program again for acceptance in IEC participating countries. Might not have to be reviewed at all if it is a market that directly accepts the CB Scheme. It also allows manufacturers to work with any NCB of their choice rather than dealing with many different organizations. IECEE is a quality organization that audits each and every National Certification Body (NCB), and Certification Body Testing Laboratory (CBTL) to qualify them as a quality organization able to test products as necessary. This is how applicants/manufacturers can ensure that what they are getting is a quality, unbiased assessment of their equipment. The base standard for this is evaluation is ISO MET Laboratories, Inc. ISO accreditation. CBTL’s are required to be impartial. CB ‘Peer’ Audits. Ensures Lab Quality. Labs that participate in the CB Scheme, must be audited initially to be qualified to be a Testing Laboratory and all labs are audited every 3 years. The standard that is used is ISO 17025, which are the, General requirements for the competence of calibration and testing laboratories. This is the common standard used by our accreditors, including A2LA, Navlap, OSHA, and the Standards Council of Canada, etc. ISO incorporates all elements of ISO 9001 but with additional requirements for testing and calibration activities. The most interesting part of the laboratory assessment program is that it is a peer review program in which participants of other labs, our competitors come into our labs and audit against the CB Scheme requirements and ISO Very unique and informative process. Being that the auditors are our peers and competitors, we are held to a very high standard as we also hold others to. The scheme is really based on that mutual confidence. We’ve recently had IEC audits in March 2011 in Baltimore and May 2011 in Austin with successful results. MET Laboratories, Inc. Certifying the World, One Product at a Time

Example of how the CB Scheme works. Computer manufacturer in Japan. Prior to the CB Scheme, there were significantly more in-country testing requirements. Will not automatically be accepted for National Certifications and additional Conditions may apply but usually are minimal. Will go through in the next few slides. The best illustration of how the CB Scheme works is a good example. Take the example of a personal computer manufactured in Japan. The manufacturer sends the PC to a Japanese certification body for a CB Test Certificate and, upon request, for NCB certification based on IEC standards.* The NCB laboratory tests the PC for conformity to IEC standards and issues a CB Test Certificate. Wishing to sell the PC in the USA, and Germany, the manufacturer sends the certificate to an American and a German NCB that are part of the IECEE. These bodies each issue their certification mark without testing the equipment because they recognize the Japanese NCB as one of their peers in the IECEE and have full confidence in the testing and assessment that has already been done. The Japanese manufacturer may now affix the national marks of the US, and Germany and is free to export it to these countries.” Prior to the CB Scheme, would be a lot more in-country testing requirements for these countries. 9 Country Specific Requirements for National Certifications
National Differences/Deviations Additional Conditions may apply but usually are minimal. Some examples for these conditions are review of product sample, Factory Follow-up inspections or other regulatory requirements. If you have any questions on a CB Scheme country’s requirements, IECEE.org will explain the regulatory requirements of each. The National Differences, Special National Conditions and the Regulatory Requirements of all countries participating in the CB Scheme are provided to the IECEE and published on their website. National differences from an IEC Standard are those requirements in the corresponding National Standard which are necessary to comply with, when seeking that countries national certification. IEC standards do not automatically include these differences. Will be contained in a separate document. Manufacturers should research and know the countries that they would like to export to so that MET can properly address all, if any, country specific requirements during testing and evaluation and include that information in our report. Also, makes sense to do the research and analysis on the cost of obtaining the national certifications marks. When including this information in your request to MET, it might even unlock markets you hadn't previously anticipated. Again as previously discussed, The IEC does a really good job on providing a central location to find regulatory requirements and information for each participating country along with these national differences documents. 10 Examples of National Differences/ Group Differences/ The CB Bulletin
Many EU countries issue National differences, even though they use the same base standard, countries may want to add something, or change something due to their National regulations. US and Canada will have national differences that make up the difference between the IEC standard are the UL or CSA standards. Some examples of these differences would be, addressing different languages to ensure proper markings appear on the equipment and that the manual is in the proper languages required Other possible additional markings requirements. adjusting for different power systems, different plugs and cord requirements. Reviewing the ratings and certifications of sub-components Integration with the different National Electrical Codes. Routine Production Line Testing Requirements. 11 US Participation in the CB Scheme: The US National Committee
The US is an IECEE participating country. Each country that participates will have a committee or group that acts on behalf of the country and its National Certification Bodies. In the US, it is the US National Committee (USNC). The National Committee of each member country must then designate its National Certification Body or Bodies (NCBs) that will be responsible for recognizing and issuing CB test reports and certificates. In the U.S., the National Committee is known as the US National Committee. The National Electrical Manufacturers Association provides the Secretariat for that organization. The US National Committee coordinates the application of U.S. NCBs to the IECEE for recognition. The USNC coordinates US activities and develops national viewpoints in IEC matters. Membership in the USNC/IECEE is open to all U.S. National persons or organizations who are directly and materially affected by the committee’s activity. 12 Receiving US and Canadian National Certifications through MET
MET can utilize another organization’s CB Report and Certificate to grant US and Canadian certifications as a “Recognizing NCB”. OSHA regulates product safety in the US and the Standards Council of Canada in Canada. They allow for accredited labs to use CB Scheme data and evaluations to grant National Certifications. MET can help you meet the national certification requirements of the US and Canada by utilizing a CB report and certificate to grant US and Canadian National Certifications, and grant the use of our mark on your products. This is the act of a Recognizing NCB. For the US, under OSHA regulations, The acceptance of IECEE CB Reports to grant National Certifications. OSHA requires us to receive the report, certificate and a product sample and review all of it for accuracy and consistency in order to provide US National Certification. The report should also contain the US and Canadian deviations. The last and probably biggest difference between the two systems are Factory Follow-up inspections. MET as required by our Accreditation bodies, preforms an initial quality audit of the mfg facility and continued follow-ups after that, at the minimal frequency. MET Baltimore acts as both the National Certification Body and Certification Body Testing Laboratory with Associated Testing Labs in Austin, Texas and Union City, California. Emitel Shenzhen acts as a CBTL for MET Laboratories, Inc. CBTL’s do not have to be a part of MET, but can be a separate laboratory with an agreement with the NCB. IECEE publishes many standards, test report forms for these standards. Base standards, particular standards and collateral standards. IECEE publishes many standards, test report forms for their standards. All standards can be bought directly from the IEC or from various other online sources, IHS Global, Techstreet.com, etc. It is highly suggested that manufacturers buy the standard before beginning a test program to the standard. It is really invaluable and will save time and effort later in the process and make communication easier during the process. Our engineers may need to reference and discuss certain clauses or marking requirements of a standard and it will be much clearer if the you can review the standard as well. Unfortunately MET cannot provide applicants/manufacturers with standards but as I said before, there are several good outlets online to buy standards from. MET Laboratories, Inc. 19 Total Product Categories BATT (Batteries), HOUS (Household and similar equipment), CABL (Cables and Cords), INST (Installation accessories and connection devices), CAP (Capacitors as components), LITE (Luminaires), CONT (Switches), MEAS (Measuring instruments), EMC (Electromagnetic Compatibility), MED (Medical Equipment, MISC (Miscellaneous), SAFE (Safety transformers), OFF (IT and Office Equipment), TOOL (Portable Tools), POW (Low voltage switching equipment), TOYS (Electric Toys), PROT (Installation Protective Equipment, TRON (Electronics, Entertainment), and PV (Photovoltaic). Here you will see all of the IEC Standard Categories. MET participates in 4 categories and recognizes 1 other. The recognizing category is the Tool Category. Information Technology Equipment (ITE or OFF), IEC Measurement, Control and Laboratory Use (MEAS), IEC Audio/Video Equipment (TRON), IEC 60065 Medical Equipment (MED), IEC METs CB Scheme scope includes Information Technology Equipment, Measurement, Control and Lab use, Audio/Video Equipment and Medical Equipment. 4 standards, 4 of the biggest categories of IEC standards and all have equivalent harmonized US and Canadian standards. 19 Information Technology Equipment (OFF)
ITE or OFF as the IEC calls it, is by far the most used category. Current standard is IEC : 2005 (Second Edition), Amendment 1: 2009 EN : 2006, Am 1: 2010 includes IEC standard plus standard European differences. Only has three Part 2 ‘Particular’ standards. Might as well start with the most common category. Over the last 3 years, 43% of all CB certificates issued through the IECEE have been to this category. Current standard is IEC : 2006 (Second Edition), Amendment 1: 2009 Harmonized with EN : 2006, Amendment 1: 2010, UL , Second Edition, 2007 and CSA C22.2 No , 2007. EN Vs. IEC Basically, difference is EN includes National differences, country by country, to ensure compliance with all countries in the EU for this, which is part of the LVD. Only has 2 particular or “Add-on” standards: Part 21: Remote feeding (published). Part 22: Equipment installed outdoors (planned); This standard is applicable to mains-powered or battery-powered information technology equipment, including electrical business equipment and associated equipment. Computers, monitors, computer accessories, network equipment, photo printing equipment and an array of other equipment. This Standard applies to electronic apparatus designed and intended for reception, generation, recording or reproduction respectively of audio, video and associated signals. Some examples of apparatus within the scope of this standard are: – amplifiers for sound and/or vision; ELECTRONIC MUSICAL INSTRUMENTS, Video projectors, household video games and more. 21 IEC 62368-1 Audio/Video, Information and Communication Technology Equipment and Hazard Based Safety
Audio/video, information and communication technology equipment – Part 1: Safety requirements Hazard-Based Safety Engineering. Not yet implemented. IEC is also a new standard I’m asked about more and more and have seen a few requests for. Does not fall into any of the current IEC category or have any US or Canadian equivalent. It addresses the blend of IT and Audio video with new technologies. More and more over the years the technology that these standards intended to address became intertwined but this standard is really not entirely a merger of the two standards but a totally new standard. This new standard is based on Hazard-Based Safety Engineering (HBSE) principles, a process that helps engineers integrate safety compliance early in the product design cycle, and supported by sound engineering principles, research and field data. Hazard-Based Safety Engineering is in short the principle of identifying Energy Sources, identifying if the source could be hazardous or not. The date we are seeing for possible implementation is 2015…so still a ways off. This could be a full presentation on its own and if you manufacture equipment that could fall into this category, I invite you to research it further. MET Laboratories, Inc. 22 Measurement, Control and Laboratory Use (MEAS)
Current standard is IEC : 2010 (Third Edition) Most common still being used is IEC : 2001 (Second Ed.), Corrigenda 2003. Harmonized with EN : NO UL or CSA equivalent yet. There is a UL/CSA equivalent for the Second Edition. UL and CSA are still at 2nd Edition. Particular Standards. Now back to MET’s scope of standard. The next standard is The current standard is IEC : 2010 (Third Edition) Most common still being used is IEC : 2001 (Second Ed.), Corrigenda 2003. Harmonized with EN : NO UL or CSA equivalent yet. Does have some Particular (part 2) standards that may need to be address, examples: , Particular requirements for laboratory equipment for the heating of material or , Particular requirements for laboratory equipment for mixing and stirring. Scope covers requirements for electrical equipment intended for professional, industrial process, and educational use, any of which may incorporate computing devices. This is equipment which by electrical means tests, measures, indicates or records one or more electrical or non-electrical quantities. Here are some notes for the differences between the 2nd or 3rd Edition. Not an entire list but some examples of the changes. Scope now covers both professional and non-professional products New requirements for conformal coatings New requirements for risk assessment Added requirements for foreseeable misuse and ergonomics The United States Technical Advisory Group and harmonization committee are working on the North American harmonized standards to IEC rd Edition. 23 Medical Electrical Equipment (MED)
Current is IEC : 2005 (Third Edition). Harmonized with EN and CSA C22.2 No and AAMI (US). Many still using the Second Edition, will explain further in next slide. 24 Medical Equipment: IEC 60601-1, Third Edition
Third Edition of IEC has become a hot topic in the regulatory certification community. Different way of thinking about risks and hazards. ISO 14971: Risk Management. Must address all collaterals and possible particulars. Third Edition of IEC has become a hot topic in the regulatory certification community. IEC , Second Ed. is similar to the other standards and addresses Safety of the product. IEC , Third Ed, addresses both the basic safety of the device but essential performance and risk management of the device. The idea is to address all reasonable possible hazards affecting the essential performance of the device. A risk management file must be created and submitted as part of the submission. The risk management standard, based off of is ISO ISO is the International Standard for Risk Management for Medical Devices. Has been adopted by the Standards Council of Canada, but not for the US. If you manufacture Medical Electrical Equipment, I would advise that you do research this further since the International Requirements have changed so much and will eventually in the US as well. Will also need applicant, trademark manufacturer and factory information to record into the report. 26 IEC Compliance Investigation Process
Submission. Constructional Review. Testing Phase. Determination of Compliance. Approval Letter or Findings Report. The compliance Investigation typically begins with a constructional review of your product against the applicable product safety standards. The constructional review is generally non-destructive. Typical issues covered include, checking warnings/markings, electrical ratings, openings in the enclosure, and suitability of components and materials. Following a complete review of the standard, the product is moved into the testing phase. Typical testing includes, current/power measurement, temperature testing, abnormal operations testing and Dielectric Strength (Hi-Pot) testing. If the constructional review and testing are found to be fully compliant, a letter is issued informing you that it meets the standard along with an IEC Report and Certificate. If non-compliant, a Findings Report is issued to you to show you the areas of non-compliance. The Findings Report summarizes in a clear and concise format, all evaluation and testing that has been conducted on your product. MET Laboratories, Inc. Certifying the World, One Product at a Time

27 IEC Compliance Investigation Process (Cont.)
Project Duration Project Tracking / METrak. Communication is Key. Duration is dependent on the product category, and the overall readiness of the submittal. In many cases the process can be expedited if a shorter completion time is desired. To minimize delays, be sure to submit all information of the Product Submittal Checklist. All MET clients are given access to our proprietary, online project tracking software, METrak. With this software, you will be able to log on to a secure internet site, 24 hours a day, 7 days a week to see the status of your project. Communication is really important to the process. CB Test Certificate CB Test Report TRF’s CB Test Report and Certificate are inseparable. A CB Certificate from the NCB states that the product complies with a standard, with basic information on the applicant/manufacturer/factory(s), product information, standard information that is signed by an authorized signatory of the NCB. To Illustrate the growth of the CB Scheme, Last year, 2010, over 71,000 CB Certificates were issued. In comparison, 10 years ago, in the year 2000, over 19,000 CB Certificates were issued. Has gained over 10 participating countries in the last 10 years as well. A filled out Test report will accompany the certificate containing results of product investigation, measured test data and supporting documents. The Report comes from the lab, and the certificate comes from the NCB. On the next slide, I will show you an example CB Report and Certificate. MET Laboratories, Inc. Just to show you an example of a CB Report and Certificate I have placed some examples here. Obviously, I’ve had to remove the applicant/manufacturers information. Once an applicant is issued a CB Certificate from the NCB, some of the basic information is automatically published online. This is called the CB Test Certificate Registry and can be found at IECEE.org under the CBTC section. If you ever have a question about the validity of a CB Certificate this is a great tool to use to verify it like you would use the MET or UL online databases. MET Laboratories, Inc. 31 CB vs. CE MET Laboratories, Inc. Often confused, but no comparison.
First party vs. Third party. Recognizing NCBs may have own marks. IE, MET Mark, CSA Mark, PSE Mark (Japan). VS. Often, I’m asked about CE and CB but there is no comparison between CE marking and the CB Test Certificate. The CB Test Certificate is issued based on third party testing of samples of the products against a published IEC standard, while the CE marking is a regulatory marking to enter the European market and constitutes a first party declaration by the manufacturer that the product complies with the essential requirements in the European Directives. The only thing they have in common is starting with C and having 2 letters, other than that not much. 32 CB Manufacturer Test Lab Programs
The CB Scheme offers several programs for testing on-site rather than at a CBTL. These programs are defined at IECEE.org, on the Operational Documents Page. Supervised Manufacturers' Testing (SMT), Testing at Manufacturers' Premises (TMP), and Witnessed Manufacturer's Testing (WMT). The CB Scheme offers several programs for testing on-site rather than at a CBTL. These programs are defined at IECEE.org, on the Operational Documents Page but I will briefly go through them. TMP is a procedure by which, at the request of an NCB, personnel from a CBTL perform testing at a manufacturer’s premises. Basically, MET would carry out all testing at your site. A good choice for manufacturers that produce larger equipment where shipping the equipment would not make sense. A WMTL similar to TMP but were MET personnel would witness the manufacturer preforming all of the testing. SMT is a procedure by which personnel of an NCB supervises the quality management system and the laboratory testing processes and witnesses some part of each testing program. The uses its own personnel. This concept combines qualification of manufacturer's capabilities, a confidence building phase, and a comprehensive supervision program. The content of the supervision program may evolve and change as confidence is built. Each program is different but you can look at it and see which program would best fit the needs of your organization. 33 Frequently Asked Questions about the CB Scheme
Are the National differences available to the public? What if the applicant/manufacturer/factory is located in a country where there is no IECEE Member Body? Is there a license fee or annual dues for CB? How long are CB Certifications valid for? Are the differences available to the public? The answer to the differences questions is yes, they are available to the public, so you can research the applicable differences of a country and see if your product will meet them. These have to be bought from the IEC. Subscription services are available. What if the applicant/manufacturer/factory is located in a country where there is no IECEE Member Body? An Applicant / Manufacturer / Factory located in a country where there is no IECEE Member Body is required to pay a surcharge for each CB Test Certificate as a contribution towards the operating costs of the Scheme. This covers the IECEE costs that would normally be paid by the Member Body (USNC) and NCB’s. The fee for this is 150 Swiss Francs. Is there a license fee or annual dues for CB? There is no annual license or fee for having the CB certification. How long are CB Certifications valid for? CB Test Certificates are valid as long as the certified products remain the same as it was with the initial certification, unless it is cancelled by the applicant. MET Laboratories, Inc.
