1 The Movement towards Sustainable Buildings in Japan
2005 WGBC Congress in San Francisco, June 1, 2005 The Movement towards Sustainable Buildings in Japan Kazuo Iwamura Professor, Musashi Institute of Technology Vice-President, Japan Institute of Architects Director of the National Conference Board of SB05Tokyo

2 Japan Sustainable Building Consortium (JSBC)
Chair: Prof. Shuzo Murakami The JSBC was founded in 2001 and constituted of almost all the building- & construction-related organizations from Academia, Industry and Government under the auspice of the Japanese Ministry of Land, Infrastructure and Transport. Current major assignments are: Development of CASBEE and Preparing and operation of SB05Tokyo Academia Industry Government

3 Concept & Dissemination
CASBEE Comprehensive Assessment System for Building Environmental Efficiency Concept & Dissemination by The Japan Sustainable Building Consortium (JSBC)

4 Task Force for CASBEE Development
Japan Sustainable Building Consortium (JSBC) Chair: Prof. Shuzo Murakami Academia This task force is constituted of the following committees; Steering Committee Energy Resource productivity Indoor Air Quality Local environment Individual House Urban & district Heat Island GBATool & Case study Industry Government

5 Japanese Government Policy Drive
about CASBEE 1. Environmental Action Plan, Jun by Ministry of Land, Infrastructure & Transport Dissemination of CASBEE for New & Existing Construction Establishment of CASBEE Accreditation Program Promotion of CASBEE to be introduced by local governments 2. Green Program of Government Buildings, Jul. 2004 Introduction of CASBEE to the Green Design Guidelines for government buildings 3. Decision of Urban Renaissance Headquarters, Cabinet Secretariat, Dec. 2004 CASBEE for District/Region to be developed within two years Eco-rating of urban renewal projects within five years

6 Introduction of CASBEE by Major Local Governments
1. City of Nagoya: April 2004 2. City of Osaka: October 2004 3. City of Yokohama: July 2005 It is mandatory for building permit applicants to submit the assessed data, part of which is to be disclosed on the website of local government. Many other major local governments are now preparing to introduce CASBEE.

7 Basic Idea of CASBEE CASBEE is a comprehensive, but
clear, simple & affordable system to assess the building sustainability through both 1. “Q” :Building Environmental Quality & Performance and 2. “L“ :Building Environmental Loadings, according to the “Hypothetical Boundary” of the project.

8 What is ‘Hypothetical Boundary’?
Assessment category “Q” as positive impact inside the boundary Assessment category “L” as negative impact outside the boundary Resource Consumption, Embodied CO2 Emission, etc. Emission of Air-pollutants, Noise, Heat etc. Hypothetical Enclosed Space (Neighboring building) (Neighboring building) Site Boundary Soil, Water-pollutants etc.

9 From Eco-Efficiency To BEE (Building Environmental Efficiency)
Values of products or services Environmental load unit 1. Eco-Efficiency = 2. Revised definition = 3. BEE in CASBEE = Beneficial output Input + non-beneficial output Building environmental Quality and performance Building environmental Loadings

10 Basic Idea of CASBEE (cont’d)
Assessment result is finally indicated in terms of BEE = Q / L BEE: Building Environmental Efficiency Q : Building Environmental Quality & Performance L : Building Environmental Loadings

11 1. Basic Idea of CASBEE (cont’d)
1-4. CASBEE has four primary assessment areas, such as; 1) Energy Efficiency 2) Resource Efficiency 3) Local Environment 4) Indoor Environment to be re-categorized into “Q-1~3” & “L-1~3” for BEE evaluation

12 Assessment Areas of CASBEE
1. Energy efficiency 2. Resource efficiency 3. Local environment 4. Indoor environment (ca. 80 sub-items in total) Primary Areas Q1: Indoor environment Q2: Quality of Services Q3: Outdoor environment on site Numerator Areas Re-categorized into Q (Quality) and L (Loadings) to indicate BEE = L1: Energy L2: Resources and materials L3: Off-site environment Denominator Areas Hypothetical Enclosed Space for CASBEE Assessment Areas of Q & L BEE Evaluation

17 CASBEE Family 1-5. CASBEE Family comprises four basic
Tools, to be customized according to the design process, including; 1) Tool-0: Pre-design Assessment Tool (to be elaborated) 2) Tool-1: for New Construction (completed in 2002) 3) Tool-2: for Existing Building (completed in 2004) 4) Tool-3: for Renovation (completed in 2005)

18 CABEE Family Tools & Design Process
Main Users Pre-design Design Post-design Planning stage Design stage Construction Operation Renewal design stage Tool-0: CASBEE for Pre-design Client Planner Designer Issues only possible to be assessed at planning stage, Including the site selection Tool-1: CASBEE for New Construction Engineer Constructor Assessed by themselves Issues to be preliminary & final design stage construction stage, including design amendments Tool-2: CASBEE for Existing Building Assessed by Accredited Experts Assessment & labeling after one year operation or more Tool-3: CASBEE for Renovation Assessed by themselves at renewal stage

New Construction Tool-2: CASBEE for Existing Building

20 Extension of CASBEE Family
includes: 1) CASBEE-1TC: Temporary Construction (completed in 2004) 2) CASBEE-HI: Heat Island (completed in 2005) 3) CASBEE-DR: District & Region (to be completed in 2005) 4) CASBEE-DH: Detached House (to be completed in 2006)

21 Manual of CASBEE Tool-1TC an extension of CASBEE family
Tool-1TC: CASBEE for Temporary Construction (issued in 2004) The 2005 World Exposition, Aichi, Japan was assessed for the first time.

22 Certification & Accreditation
1. CASBEE Assessment Certification: provided by IBEC 2. CASBEE Assessor Accreditation: associated with the education system also provided by IBEC IBEC: Institute for Built Environment & Energy Conservation

23 We are looking forward to seeing you all at:
27-29 September 2005
