1 Introductory Presentation on the SAHER Program
Greetings >>>>>> Automated traffic control and management system ( SAHER). The system has been in use in countries like (Australia, Singapore, Europe and the USA) in Melbourne, Australia , the fatality rate dropped from 1,350 in to 400 last year (in three years) of using the system the vitality rate dropped by 30%.

2 What is SAHER ? Background info – to improve safety on the roads, by reducing accidents and generally changing driver behavior. A project is nationwide, and has been launched across the whole Kingdom. It is an automated traffic control and management system which covers major cities in Saudi Arabia, and uses a digital camera network linked with the National Information Center of Ministry of Interior.

3 What is SAHER? A Technology Managed System.
Utilizing the latest technology including CCTV networks linked with Information Centers. Information Centers will analyze all violations technically and obtain owner information from a central database. The Centers will issue all penalty tickets relating to “Speed,” “Pedestrian” and “Signal” violations.

4 Main Functions of SAHER
1.   Traffic Management System (TMS) 2.   Auto Vehicle Location (AVL) 3.   License Plate Recognition System (LPR) 4.   Variable Message Sings (VMS) 5.   Closed Circuit TV (CCTV) 6.   Law Enforcement System (LES) All these systems will be linked with the command and control centers located in eight cities Kingdom-wide. 1. Traffic Management System (TMS) Highly sophisticated electronic system designed to improve movement of traffic automatically through automated control of traffic lights based on monitoring of traffic movement in all directions in each intersection, which is called Green Wave. 2. Auto Vehicle Location System (AVL) An electronic system designed to track the location of traffic police vehicles to direct them to deal quickly with certain traffic cases as well as to manage all field patrols. 3. License Plate Recognition System (LPR) An electronic system installed at the entrances and exits of cities in order to identify vehicles for statistical purposes, as well as for traffic wanted and stolen vehicles through the license plates of these vehicles. 4. Variable Messaging Signs System (VMS) Network of electronic guidance signs for live broadcast designed to guide motorists to avoid traffic congestion on the roads. 5. Closed Circuit TV Systems (CCTV) Electronic system designed to monitor live traffic movement on the main roads. 6. Law Enforcement System (LES) Network of cameras, fixed and mobile radars to automatically, without human intervention, monitor and control traffic violations, as well as issue traffic violation tickets and notifies violators.

The Goal of the SAHER System    -    To utilize the latest and most advanced technology in the field of intelligent transportation (ITS) in order to create a safe traffic environment. -    To improve level of traffic safety. -    To upgrade the existing road network. -    To enhance public security by using the latest surveillance systems. -    To ensure strict, accurate and constant implementation of traffic regulations.

Electronically send the images to the Command Center for processing. Violation information is processed and verified for its accurateness. Request name of violator from national database, and issue penalty. Violation ticket issued and communicated via messaging system. Driver obtains violation ticket information from: (01) or the MOI Web page or any bank online services. Pay violation ticket through ATM network (SADAD). Circulation of traffic violation ticket: ·   The offending vehicle automatically monitored by cameras. ·   Photo of the vehicle license plate committed a fault broadcast (over speeding, beating a red light, pedestrian crossing and other traffic violations). ·   The violation received at the Violation Processing Center. ·   Information about the owner of the vehicle obtained from the National Database at the National Information Center. ·   Violation ticket issued. ·   The violation ticket issued and sent via messaging system (mobile) and later mailed to the violator to his or mailing address registered at the National Information Center at Ministry of Interior. ·   Settlement of traffic tickets may be made by Sadad payment system through ATM.

Dear driver of the vehicle: Updating of your personal information at any sector of the Ministry of Interior will protect you from paying the maximum limit of the violation, where you can be notified of the violation through the information you provided, and therefore, you can settle the minimum limit of the violation within 30 days. 60% of the recorded citations are committed by non-Saudi.

31 Information Update You can update the information of the vehicle owner or the actual user through the website of the Ministry of Interior: Visit any of the Government offices (Traffic Department, Passport, Civil Affairs). You can also communicate with the EP Traffic Department through ( ): More information about SAHER: Important notice All citizens and residents must update their information (mobile phone, , mail and address) using the MOI Web page or at any sector of the Ministry of Interior (Traffic Department – Civil Affairs – Passport Department) to avoid the non-arrival of their traffic violation tickets within one month, as the value of traffic violation tickets will be doubled to the highest rate if not settled within one month from the date of issuance (this is in accordance to the new traffic law).

32 How to Update your Contact through SMS
Send a message containing the ID number and expiration date of the driver license or the vehicle registration expiration date (Estmarah) - date in AH. ID number and (*) then DL or vehicle registration expiration date in AH (without spaces): Example: *1435 Message to: STC: Mobily: Zain: The National Information Center will check the authenticity of data sent. The sender will receive a confirmation message. The question, what about rental vehicles? All Saudi Aramco vehicles are considered as a “rented” vehicle. All vehicles have real owners, and each vehicle is assigned to an individual user. The Transportation Department should use the available MOI link to update the real user. In the case of a U-drive, they can update the information once the vehicle is assigned to the employee or they have one month to reverse the citation if reported.
