1. Electronic cigarettes, or e-cigarettes or e-cigs, are electronic devices that deliver nicotine, the highly addictive chemical in tobacco, to the lungs in the form of a vapor. They were first patented in China in 2003, and have been imported to the US in recent years. (
2. E-cigs are sometimes used substitutes for regular tobacco cigarettes. E-cigarettes deliver a dose of nicotine without smoke or tar. {Some people think e-cigs may be a way for addicted tobacco users to reduce the harm of smoking. Currently, however, we have limited scientific data on the health impact of e-cig use or their potential as an aid for tobacco cessation.}
3. Right now the e-cigarette market is small compared to the traditional cigarette market, but sales of e-cigs doubled last year and are expected to double again this year. The big tobacco companies have taken notice, and are starting to invest in e-cigarette manufacturers. Last year Lorillard, which owns Newport and Kent, bought Blu, e-cigarettes ( Blu is sponsored the 2013 Bonnaroo Music & Arts Festival, (with over 100,000 attendees), where it will had an air-conditioned Vapor Lounge “activation space” for those over 18. Altria, the maker of Marlboro recently announced that it will be producing an e-cig called MarkTen, pictured here. ( With the money and political clout of Big Tobacco, experts expect to see aggressive marketing of these products.

4. Teens are definitely trying e-cigs! Here at MDUSD, we have had administrators at several schools including _____________ Middle School and Olympic High School tell us that they have caught students using e-cigarettes and e-hookah at their schools.

4. E-Cigarettes in the news
NOTE: Points to make about the video. Video is Despite what the Dr. in the video says, teens ARE using e-cigs. You can buy them very cheaply now (2nd tier started packs are bout $30, and you can buy disposable e-cigs now, so you don’t need to buy the Starter Kit and the battery charger etc.
Disposables vary greatly in price – price of 1 disposable can be the equivalent of 2 – 2.5 packs. Eg. Luxury Lights $6.50 for 500 puffs puffs per pack.
Also, you might be a PPT & Tech wiz (which I am not), but just in case, I thought I’d include basic instructions for this video.

Atomizer – heating coil turns liquid nicotine into vapor that is inhaled
Battery – often a rechargeable lithium-ion battery
LED light – glows when user inhales
An e-cigarette is a battery-powered device that converts a liquid containing nicotine, propylene glycol* and flavoring, into a vapor that the user inhales.

6. What is the appeal of e-cigarettes?
Nicotine high without smoke
No ash, No smell
Look and feel like cigarettes
Smoke anywhere!
Over 50% cheaper than cigarettes
More socially acceptable than cigarettes
These are some of the claims that the Blu brand (now owned by Lorillaird) makes in its ads. Most of these points will appeal to people who are currently smokers. But many e-cigarettes are marketed to appeal to young people. And the problem with youth using e-cigarettes is that they are using a product that contains nicotine which is a toxic and highly-addictive* drug. We want to keep e-cigarettes out of our schools.

7. What is the danger of e-cigarettes?
E-cigarettes are new, unregulated and vary greatly.
Vapor contain toxic chemicals - UCSF Center for Tobacco Control Research & Education found chemicals on the Proposition 65 list in mainstream and/or secondhand e-cigarette vapor:
• Acetaldehyde • Lead
• Benzene • Nickel
• Cadmium • Nicotine
• Formaldehyde • N-Nitrosonornicotine
• Isoprene • Toluene
E-cigarettes do not deliver "pure nicotine" and "harmless water vapor.”

There is a lot more research that needs to be done on e-cigs, but what we know so far is that they are unregulated products, typically manufactured in China.

8. What is the danger of e-cigarettes?
Nicotine addiction.
Potentially lead young people to try other tobacco products, including cigarettes, which are known to cause disease and lead to premature death.
How addictive is nicotine? Is it akin to coffee, alcohol or heroin?
We’ll talk about nicotine addiction a bit more later when we talk about an anti-tobacco advocate, Rick Bender.

______ Middle School had a student (students?) using an E-cig that looked like pen in class.
NOTE: I could not find a picture of an e-cig that looks like a USB drive (only e-cig that charge through a USB plug) but I saw references to e-cigs looking like USB’s all over the internet including the FDA site.

11. Why do teens want e-cigarettes?

And because the FDA has not stepped up to regulate e-cigs, manufacturers are set to start TV ads in Colorado.

Some teens like E-cigarettes because, like cigarettes, they are advertised as being glamorous, sleek and sophisticated. You can buy accessories and bling for your e-cigarettes!

You can buy E-cigarette liquid that has the flavor of different tobacco brands, like Marlboro or Newport, or you can choose flavors like the ones you see on this list.
Flavors like grape, chocolate banana and cotton candy are definitely flavors that appeal to children. You can see that there is also an energy drink flavor in there, “Red Energy,” along with flavors of alcoholic drinks like piña colada and champagne.

15. Are e-cigarettes illegal? Is their use restricted?
Federal law – The FDA does not currently regulate e-cigarettes.
California law - prohibits the sale of e-cigarettes to minors. 
Proposed State Legislation, which would extend State prohibitions on tobacco use to e-cigarette use, passed in the Senate in May and died in the Assembly.
Contra Costa County law – E-cigs are regulated as tobacco products
Current law prohibits sales to minors. (California Health and Safety Code § )
Proposed legislation - As of September 4, waiting for hearing by State Assembly Standing Committee on Governmental Organization

Also, the Contra Costa Board of Supervisors passed an ordinance in May making illegal to use e-cigarettes in places where smoking is prohibited. The ordinance applies in the 22 unincorporated areas of the County, including Bay Point, Rodeo, North Richmond etc.
This was the ordinance Sue and I testified in favor of.

16. Can e-cigarettes be used in schools? No.
California Education Code 48900(h) – allows suspension if a student… (h) Possessed or used tobacco, or products containing tobacco or nicotine products, including, but not limited to, cigarettes, cigars, miniature cigars, clove cigarettes, smokeless tobacco, snuff, chew packets, and betel.
Under the Ed Code nicotine products are prohibited in schools, so even if e-cigs do not contain tobacco, their use is still prohibited.

17. MDUSD Policy
High School and Alternative Education students found in violation of the MDUSD tobacco-free policy on any school campus or school related activity will be required to attend the Tobacco Education Group (TEG) intervention program.
Remind Administrators to refer all students caught smoking to the TEG program. Talk about TEG and plans for implementation in the upcoming year.
Mention that students who want to quit smoking may attend an 8-week quit group, the "Tobacco Awareness Program" (TAP).

18. Model School Board Policy
“The School Board prohibits the use of products containing tobacco and/or nicotine, including, but not limited to, smokeless tobacco, snuff, chew, clove cigarettes, and electronic nicotine delivery systems, such as electronic cigarettes, electronic hookahs, and other vapor emitting devices, with or without nicotine content, that mimic the use of tobacco products any time, in charter school or school district-owned or leased buildings, on school or district property, and in school or district vehicles. However, this section does not prohibit the use or possession of prescription products, or other cessation aids such as nicotine patches or nicotine gum. Student use or possession of such products must conform to laws governing student use and possession of medications on school property.”
TEROC Tobacco education & Research Oversight Committee is proposing that the CA Dept of Ed revise its model Board policy for schools to adopt.

Powder poured into mouth, liquifies and user swishes for 15 seconds and swallows.
Sold at convenience stores like Circle K and 7-Eleven
Kid friendly flavors (Raspberry Fizz, Chocolate Fizz and Pink Lemon Drop)

25. Mini Hookah
Shisha, or hookah tobacco, generally is flavored and contains nicotine

26. Synthetic Marijuana – Spice, K2, Scooby, Incense
User can smoke and still pass a drug test
Herbs, spices or other plant material sprayed with a chemical compound similar to THC
Negative Effects -  delirium, confusion, loss of control, lack of pain response, increased agitation, pale skin, seizures, vomiting, profuse sweating, uncontrolled/spastic body movements, elevated blood pressure, heart rate and palpitations.
