Sustainable Materials Management – A Deeper Dive Welcome to the Federal Law Enforcement Training Center. FLETC’s operation is based on the long held premise that taxpayers are far better served through a consolidated approach to law enforcement training. A consolidated approach provides the opportunity to deliver higher quality training through state-of-the-art facilities, a permanent core faculty of training instructors, consistency of training content and quality, and delivery of the most contemporary of law enforcement philosophies. The commingling of students from different agencies and levels of government promotes networking and fosters the inter-agency cooperation that is critical to the success of Federal law enforcement professionals.

4 Evolution of the FLETC – Treasury Law Enforcement Officers Training School 1970 – Consolidated Federal Law Enforcement Training Center (CFLETC) Bureau of the Department of the Treasury Located in Beltsville, MD, and Washington, DC 1975 – Federal Law Enforcement Training Center (FLETC) Base Closings led to establishment of FLETC facility at former Glynco Naval Air Station near Brunswick, GA. 2003 – FLETC transferred from the Department of the Treasury to the newly created Department of Homeland Security Congress responded to these events and studies by authorizing funds for planning and constructing the Consolidated Federal Law Enforcement Training Center (CFLETC). In 1970, the CFLETC was established as a bureau of the Department of the Treasury (Treasury Order #217) and began training operations in temporary facilities in Washington, D.C. The permanent location of the training center was originally planned for the Washington, D.C., area. However, a three-year construction delay resulted in Congress requesting that surplus Federal installations be surveyed to determine if one could serve as the permanent site. In May 1975, after an extensive review of existing facilities, the former Glynco Naval Air Station near Brunswick, Georgia, was selected. In the summer of 1975, the newly renamed Federal Law Enforcement Training Center (FLETC) relocated from Washington, D.C., and began training in September of that year at Glynco. Glynco is the headquarters site and main campus for the FLETC, which has grown over the years to include facilities in Artesia, NM, Charleston, SC, and Cheltenham, MD, and Gaborone, Botswana.

The Criminal Investigator Training Program (CITP), the Uniform Police Training Program (UPTP), and the Land Management Training Program (LMTP) are primarily conducted at Glynco in addition to several other agency integrated basic training programs. The FLETC Office of State, Local, Rural and Tribal Training are also located at Glynco. Charleston, SC, is FLETC’s newest residential training site. Both the U.S. Coast Guard and the U.S. Courts’ Probation and Pre-Trial Services co-locate academies in Charleston. In addition, maritime security training and many advanced training programs are presented at Charleston. Artesia, NM, is the second largest site in terms of workload, largest in area. Three Partner Organizations have academies co-located at Artesia: U.S. Border Patrol Bureau of Indian Affairs Transportation Security Administration Cheltenham, MD, provides firearms, Driver & Tactics requalifications, advanced & specialized training for law enforcement officers and agents in the Washington, DC, metro area. Green Buildings – 9 buildings designed and constructed to meet Green Building principles since 2010. Water Consumption – 22.8% use reduction from 2007. Energy Consumption – 8.9% use reduction from 2003.
