3 Maverick Bars History: Recently, Best Buys and Circuit City stores throughout the east coast have been targeted by an organized theft ring. Anne Arundel County Fire Marshal Division Code Enforcement Bureau

4 Maverick Bars The method of burglary was similar in all incidents. The group used hydraulic jacks, rams, or mechanical means to force open overhead doors and/or steel exterior exit doors. Anne Arundel County Fire Marshal Division Code Enforcement Bureau

6 Maverick Bars The estimated time from start to completion was always less than ten minutes. 8 Maverick Bars “Maverick Bar” is the trade name of a manufactured security bar device used to restrict movement of single and double walkthrough doors. Anne Arundel County Fire Marshal Division Code Enforcement Bureau

9 Maverick Bars Issue: The Maryland State and Anne Arundel County Fire Prevention Codes prohibit the use of such devices on exit doors when the structure is occupied. Anne Arundel County Fire Marshal Division Code Enforcement Bureau

10 Maverick Bars It has long been this Office’s stance that devices such as slide bolts, chains, padlocks, tie-back bars, keyed deadbolts, etc. are not permitted for use regardless of whether the building is physically occupied or not. 13 The Fire Prevention Code:
Maverick Bars All You “Closet Fire Marshals”, Pay Attention Now… The Fire Prevention Code: Doors shall be arranged to be opened readily from the egress side whenever the building is occupied. Locks, if provided, shall not require the use of a key, a tool, or special knowledge or effort for operation from the egress side. 14 Maverick Bars A latch or other fastening device on a door shall be provided with a releasing device having an obvious method of operation and that is readily operated under all light conditions. The releasing mechanism for any latch shall be located not less than 34” (thirty-four) inches, and not more than 48” (forty-eight) inches above the finished floor. The Maverick Bar is simply two modified pieces of steel box tubing and angle iron that, when placed into the steel mounting brackets on the door frame and door, maintain the door in a closed position. Maverick Bars Exterior forced entry techniques: Ingress through doors with advanced security arrangements require properly trained and equipped personnel. Without an appropriately equipped, well-trained and adequately staffed truck or squad company, access through adjacent horizontal or vertical openings may be more effective and timely. 45 Maverick Bars There may be occasions, however, which dictate the need to force entry through such doors. Examples include: a lack of adjacent or appropriately located openings or entry points; the need for a specific, controlled horizontal ventilation point; or the possibility of civilian or firefighter rescue. 52 Maverick Bars Standard methods of entry would be to force the door with irons and hydraulic tools or to utilize a K-12 circular saw with a metal cutting blade to conduct a sideways “V” cut over the lock assembly. 53 Maverick Bars One method of entry, which is both time consuming and labor intensive, is to dissect both Maverick Bars and the locking panic hardware.

54 Maverick Bars Using a K-12 circular saw with metal cutting blades, the objective is to cut in half the steel carriage bolts.

63 Maverick Bars Other alternatives may also include bypassing the doors and breaching the CMU exterior wall with irons, sledgehammers, and/or K-12 saws equipped with masonry blades.

Maverick Bars Closing: As of this date, Best Buys is the only organization that has entered into agreement with the State and County Fire Marshal’s Offices. Although the devices are very simple in nature and operation, it is strongly recommended that companies, including those that may be called to conduct firefighter rapid intervention operations, make field visits to the respective facilities to further their familiarization with these unique locking arrangements.
