3 Assistance to Mitrovica Region Substantial EU funds invested also in northern Kosovo. Significant rehabilitation programme launched in 1999 and successfully completed, e.g.: –Rehabilitation of municipal infrastructure –Refurbishment of public buildings –Equipping Mitrovica hospital –Construction of sanitary landfill –Development of water and waste systems –Upgrading of Mitrovica heating system European Commission Liaison Office to Kosovo

4 Assistance to Mitrovica Region EC assistance in Mitrovica region focuses on: –Economic development, particularly sustainable job creation promotion of private investment –Creating Business Environment Upgrading infrastructure linked to business development such as business parks Financial and technical support for business start-ups –Improving the lives of communities Supporting priority infrastructure projects Return of Roma families to Roma Mahalla The region also benefits from Kosovo-wide programmes, in areas such as Institution Building, Rule of Law, Public Administration Reform European Commission Liaison Office to Kosovo

5 Completed Project Examples European Commission Liaison Office to Kosovo Refurbishment of District Heating system in Mitropvica – EUR 2.3 m Promoting Local Enterprise Development and Employment Creation in the Mitrovicë/Mitrovica and Zvečan/Zveçan Areas – EUR 3.4 m (businesses which benefited: Echo Product, Kolasin, Gratis Commerce, Javor, Tara) Refurbishment of lead refinery at Zvecan and provision of equipment – EUR 1.1 m Infrastructure schemes – EUR 1.8 m International whole sale market Ibar/Ibri River bank, Kiosk market Municipal Infrastructure Facility – IPA 2007, 2008, 2009 Zhazhë/Žaža - New primary school – EUR 159,275

6 Ongoing Projects European Commission Liaison Office to Kosovo Water Treatment Plant at Shipol/Šipol - IPA 2008 – EUR 13.0 million Regional Development Agencies – IPA 2008, 2009 and 2010 (EUR 7.4 million and EUR 7.5 million) Multi-purpose Sports Facility – IPA 2009 – EUR 14.0 million

7 Ongoing Projects European Commission Liaison Office to Kosovo West Morava River Basin – IPA 2008 - EUR 725,000 Mitrovica RAE Support Initiative - IPA 2007 – EUR 5.0 million Mitrovica Tempus Office - Support the university in finding partners for its Tempus applications and drafting Tempus applications.

8 Ongoing Projects European Commission Liaison Office to Kosovo EU Information and Cultural Center - EU Info Point Focus on Culture - For the past three years the EU has been financing the Mitrovica North City Jazz Festival Municipal Infrastructure Facility – IPA 2007- 2009: Health Center in Zubin Potok – EUR 582,180 Municipal Sport Centre – Leposavić/Leposaviq – EUR 399,125 Water Treatment Plant – equipment, assembling, test run, training in Leposavić /Leposavic – EUR 464,161

9 Future Opportunities European Commission Liaison Office to Kosovo One of the mechanisms for the northern municipalities to benefit from the EU assistance is the Call for Proposals (CfP). The following projects are in the pipeline: Regional Economic Development grants – supporting economic regeneration, job creation and human and infrastructural development in different regions, and enhancing the presence of women in businesses. IPA 2010 grant scheme is under evaluation currently – the grant contracts to be signed around September 2011 EIDHR 2011 call for proposals will be launched in September 2011 - where the civil society organisations are invited to participate. The amount of funding is same as previous years, EUR 900,000 and the amount of grants is still to be determined. Actions targeting marginalised communities are something that typically fall under this Call's objectives.

10 Future Opportunities European Commission Liaison Office to Kosovo Rural Grant Scheme - IPA 2009 - EUR 5.0 million The specific aim of the rural grant scheme is to improve processing and marketing, hygiene, quality and food safety standards and environmental protection in the dairy, meat fruit and vegetable processing industry in order to strengthen the competiveness of the agricultural and rural development sector, increase market share and consumer confidence into local products. On the last call for proposal, 13 companies were awarded. The implementation of the projects started on February 2011. The next call for proposals (IPA 2010) is planed to be launched by the end of this year.
